Position Description

Under supervision provide coordination of the City’s and the Minneapolis Park & Recreation Board’s efforts to comply with Federal, State, and Local regulations for storm-water management and surface water management and work cooperatively with the overall planning and programming for City’s surface water, storm-water and sanitary sewer systems.

Work Location – This position is eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties and Responsibilities
• Coordinate and track the implementation and administration of the City’s and MPRB’s NPDES Phase 1 MS4 Permit under the federal Clean Water Act and the Minnesota Pollution Control Agency Permit to meet regulatory requirements and deadlines.
• Promote continuous Stormwater Management Program (SWMP) improvements, and coordinate SWMP updates.
• Provide day-to-day coordination of selected SWMP activities and programs, including (but not limited to) the following:

  1. Pollutant source control at City and MPRB facilities and coordination of their Stormwater Pollution Prevention Plans.
  2. Illicit discharge detection and elimination
  3. Public and private stormwater treatment devices compliance, including inspections, enforcement and modeling.
  4. Public outreach and education
  5. Staff training

• Assist in the administration of the City’s Stormwater Utility and Utility Credits Program.
• Planning, documenting and benchmarking the City’s Stormwater programs needs.
• Develop reporting framework and reporting deliverables, and prepare Annual Report on the Minneapolis SWMP for submission to MPCA.
• Work with relevant teams across the City and provide guidance to ensure compliance with Federal and State water resource regulations.
• Participate in meetings and initiatives on water resource protection, policies, programs and issues with watershed organizations, departments, outside agencies, and community or other groups. Build and establish relationships.
• Carry out research, prepare or supervise reports, planning documents and mapping projects for presentation to agencies, elected officials and the public.
• Assist the Division management team on overall planning and programming for surface water, stormwater and sanitary sewer capital and operations programs.
• Provide day-to-day coordination of administrative and bureaucratic functions related to Minnesota Pollution Control Agency, watershed organizations, and other Federal or State regulatory programs. Track updates, processes and deadlines. Participate in meetings. Provide review and comment on various reports and permits. Coordinate submission of comments to meet regulatory.
• Serve as liaison to Minnehaha Creek Watershed District, Mississippi Watershed, Bassett Creek and Shingle Creek watershed organizations for water resource protection, policies, programs and issues.
• Provide information to elected officials. Interact with departments, outside agencies and community organizations. Build and establish relationships.
• Represent a coordinated Minneapolis Public Works at a variety of meetings, hearings and proceedings.
• Develop and deliver presentations to internal and external agencies, City committees, and community organizations. Prepare recommendations for City Council committees.
• Establish and manage contracts for professional services. Develop specifications, plans and bid documents.
• Prepare budget requests, track budget, and approve expenditures.
Required Qualifications
MINIMUM QUALIFICATIONS:
Bachelor’s Degree in Earth Science, Biological Science, Civil Engineering, Environmental Engineering, Environmental Studies, Public Health, or a related field or equivalent.

MINIMUM EXPERIENCE:
Five years of experience which includes progressively responsible supervisory experience, and experience in water quality education, regulatory processes, permits, and storm-water treatment practices.

EQUIVALENCY:
An equivalent combination of education/training and work experience may be considered.

LICENSES/CERTIFICATIONS:
Must possess and continue to maintain a valid Driver’s License.

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. • Prior supervisory experience preferred.

• Knowledge modern software, including data management, analysis and mapping using GIS.

• Experience with developing and implementing water resource public education and staff training programs.
• Knowledge of federal, state and local laws related to water resource pollution and protection and understanding of a municipality’s legal responsibilities and obligations.
• Experience with storm-water treatment engineering and design, construction, or design review.
• Knowledge of water quality modeling principles and tools.
• Good understanding of the functions and processes of municipal government.
• Ability to understand policy and management implications of program issues and make recommendations.
• Ability to work with people with diverse backgrounds.
• Excellent analytical, facilitation, interpersonal, creative, negotiation, leadership, and collaboration skills.
• Ability to present ideas accurately, effectively, and concisely, both orally and in writing.
