DEFINITION:
Under general supervision, assist in the development and administration of conservation programs, implements and monitors programs to inform and educate customers about efficient water use and conservation. May conduct water surveys and field investigations; prepares reports and violation notices enforcing water conservation ordinances during times of water shortage; process variance applications, and conservation rebate applications including MWELO review; represents IWA with customers and in community events on conservation issues; performs other duties as assigned.
DISTINGUISHING CHARACTERISTICS:
The Conservation Specialist II is the journey level classification; this classification is distinguished from the Conservation Specialist I position in that more technical, policy, and procedural knowledge and experience, along with certifications are required.
Upward mobility as a conservation specialist is directly related to the incumbent’s experience, knowledge and increased capabilities related to the job duties required.
Duties
SUPERVISON RECEIVED/EXERCISED:
Receives general direction from a higher-level supervisory classification. Incumbents may exercise indirect functional or technical supervision over lower-level staff, interns or volunteers.
ESSENTIAL FUNCTIONS: (include but are not limited to the following)
- Assists in the implementation of conservation program goals and objectives; implements or administers program work plans and related policies and procedures; coordinates program administration with local and state agencies, including compilation of reports.
- Implements, monitors, reviews and participates in conservation and customer service activities, including processing and reviewing applications for conservation rebates and variances; provides technical assistance to customers with issues associated with water budgets, rates, and rebate terms and conditions.
- Assists customers and IWA staff in all aspects of budget tiered rates issues, including review of water budgets, high consumption investigations, staffing the conservation hotline, and providing assistance to verbal and written inquiries regarding conservation.
- Prepares a variety of documents, spreadsheets, letters, memos, banners, brochures, flyers, and forms in draft and final format, including logs, agenda packet materials, and weekly/monthly reports and updates; processes conservation payment requests.
- Assists in coordination of conservation programs with staff, consultants, outside agencies, assists with development and delivery of conservation program training for employees and customers; assists in organizing and participating in water awareness demonstrations.
- Identifies causes of high water consumption and customizes solutions to water use through notification to customers, research of water use history, landscape measurements, water needs calculations, scheduling of water efficiency checkups and appointments, and tracking and analyzing water usage to monitor effectiveness of various strategies.
- Maintains a variety of records and files on water conservation, rebates, variances, state-mandated water use reporting; maintains compliance with California’s conservation reporting requirements.
- Collects, maintains and analyzes data on IWA computers and financial systems for conservation related research and program analysis reports; responds to customer inquiries about water use, conservation information and programs, and water use restrictions.
- Performs field tests, studies, surveys, inspections and related work on conservation programs; participates in enforcing mandatory water conservation ordinances during periods of water shortage.
- Plans, organizes, and coordinates participation in special events, workshops and community outreach events; participates in the preparation of promotional materials; makes presentations to small and large groups regarding IWA’s water conservation education.
- Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.
- May attend a variety of meetings, including City Council/Indio Water Authority Board, Planning Commission, staff meetings, CV Water Count meetings, etc.; may take/prepare and transcribe notes.
OTHER DUTIES: (include but are not limited to the following)
- May provide translation services for Spanish language speakers.
- Perform other related duties as required.
Qualifications
The required qualification is to possess a high school diploma or equivalent. College-level coursework in Business, Public Administration, Environmental Science, Public Relations, Marketing or a related field is desirable.
Experience:
The required qualification is to possess minimum of two (2) years of increasingly responsible experience in utility customer service and conservation; experience in the execution of a water conservation program, including administration of rebate programs and water audits, is desirable.
Requires minimum of one (1) year of experience working with information systems.
License/Certificate:
Possession of a valid Class C California driver’s license.
Certification by the American Water Works Association for Water Use Efficiency Practitioner, Grade 1, is required however, the department reserves the right to modify this requirement to attract a viable candidate pool.

MEDICAL/DENTAL/VISION INSURANCE: A flex benefit is provided monthly. There are several medical insurance programs, two dental plans and one vision plan from which to choose.
RETIREMENT: City participates in the 2% @ 62 for new PERS miscellaneous members and 2.7 @ 57 for New PERS sworn program. The City also participates in social security. Please contact Human Resources if you are an existing PERS member.
DEFERRED COMPENSATION: Voluntary employee contribution, a choice of two 457 plans.
VACATION LEAVE: Based on length of employment with the City. 0<4 years = 3.08 hours, 4<7 years = 4.62 hours, 7<10 years = 5.54 hours, 10 years = 6.15 hours, 11 years = 6.46 hours, 12 years = 6.77 hours, 13 years = 7.08 hours, 14 years = 7.39 hours and 15 more years = 7.69 hours.
Maximum vacation accumulation shall be three (3) times that employee’s annual accrual coinciding with his/her current rate of earning. Upon reaching this ceiling, no more vacation shall accumulate until vacation is taken.
HOLIDAYS: City observes thirteen (13) holidays each year.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 60 day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances providing 100% of pay.
LIFE INSURANCE: $50,000 term life. Premiums paid by the City. Additional Supplemental Life plan is available for purchase.
MILEAGE: Employees who are required to use their personal vehicles for City business shall be reimbursed at the Internal Revenue Service (IRS) standard mileage rate.
EDUCATION REIMBURSEMENT: May be reimbursed for actual cost, subject to availability of funds.
