Tolling Analyst
HDR’s Mobility and Operational Technology Services (MOTS) is seeking a Tolling Analyst to join our growing Tolling and Alternative Revenue team. The primary responsibilities are to support toll systems and roadside project delivery, and support transportation clients in toll planning, procurement, development, design, operations, and change management. In addition, the successful candidate will also assist project managers in delivering tasks including the development of scopes, schedules, and budgets for tolling related projects.

Primary Responsibilities
In the role of Tolling Analyst, we’ll count on you to:
- Quickly learn about tolling policy, operations and alternative revenue generation methods to help our clients deliver their biggest projects
- Perform data analysis and build Microsoft Excel-based models to support decision making
- Support clients in toll program planning, development, design, operations and change management
- Produce data-based tolling system reports
- Monitor system key performance indicators and metrics
- Analyze business process, and recommend and implement changes to improve efficiency or accuracy
- Assist with business development efforts
- Learn how to manage scopes of work, cost estimates, procurement documents, contract documents, and provide oversight of project tasks, deliverables and sub-contracts
- Support procurement processes and/or general program management contracts for toll-related work elements including design reviews, operations, project production and delivery
- Prepare and/or perform review of toll systems planning studies, engineering analyses, concepts of operations and implementation plans
- Design and develop tolling concepts and reports including system requirement analysis and back-office communications and operating systems
- Develop and/or review system requirements, designs and testing procedures
- Establish client relations and be involved with marketing, contract administration, and design and production meetings
- Learn and follow HDR processes for project management and quality assurance/quality control
- Implement quality assurance/quality control procedures and execute technical training for junior staff
- Perform other duties as required

Qualifications
Required Qualifications
- Bachelor’s degree in Civil, Electrical, Systems Engineering, Software Engineering or related engineering field.
- 3+ years of experience
- Advanced skills in Microsoft Excel
- Exceptional writing and communications skills
- Ability to handle a wide variety of tasks simultaneously requiring different skill sets
- Ability to adapt to the needs of our clients
- An attitude and commitment to being an active participant of our employee-owned culture is a must
Preferred Qualifications
- Experience working with state DOTs and/or Toll / Thruway / Turnpike Authorities.
- Familiarity with toll collection technologies and equipment, electronic payment systems, video systems, toll infrastructure, traffic management, information and communication technologies for toll system design and operations
- Familiarity with data management and analytical tools such as Power BI, Tableau, etc.
- Involvement in professional organizations in the tolling and transportation technology field such as IBTTA and ITS America
Local candidates are preferred.

The expected compensation range for this position is $57,400 – $82,000 annually/hourly depending upon skills, experience, education and geographical location.
