THE POSITION
**Does not include the 4% General Wage Increase, tentatively scheduled for September 2023.
Under general supervision, provides supervisory duties in support in support of the Teen Center including planning and coordinating the activities at the Teen Center and associated recreation programs; oversees program activities, facilities, staff and community participants; plans teen programs at the Teen Center and/or Camp Commerce; ensures the safety of staff and program participants, facilities and activities; executes the city’s recreation schedule/ calendar of events and activities for the assigned recreation center; supports city sponsored special events; provides leadership to recreation staff, volunteers, and participants; ensures recreation facilities and equipment are maintained and provides a safe environment for recreation participants; and ensures the safety of the facility and program participants.

- Plans and oversees the day-to-day operations of the City Teen Center; organizes, schedules, develops and implements community-wide recreation activities, sports programs, athletic contests, sporting events, games, classes, and special programs and events.
- Ensures Teen Center and Camp Commerce teen activities meet community needs, and are in compliance with all laws, policies, regulations, goals and safety standards; duties may vary according to job assignment.
- Plans and develops recreation programs, special events, teen activities and sports and wellness programs for the City and for Camp Commerce; organizes, promotes and evaluates diversified special events, alternative activities, and special programs suited to the needs of participants and potential participants.
- Evaluates programs and events for effectiveness and participation levels; assists in the development of new programs, and recommends program changes; tracks services provided, monitors results, and generates operational reports as needed.
- Participates in training opportunities to maximize funding for teen center recreation activities
- Develops and recommends marketing strategies and promotional materials for target audiences.
- Supports City special events with staff support and by providing other services appropriate for the event such as serving as master of ceremony and obtaining permits.
- Supervises the staff of a City Recreation Center; meets regularly with staff to resolve workload and technical issues; prepares work schedules and adjust schedules to meet work load demands; plans, prioritizes and assigns tasks; trains, coaches and instructs as needed.
- Monitors work load, reviews recreation activities, and evaluates and adjusts staffing assignments; ensures that staff maintains safe, playable, and aesthetically pleasing recreation facilities, and adhere to policies and procedures for efficient and safe operations.
- Supervises program participants, and enforces rules, regulations and safety precautions at indoor and outdoor recreation facilities; maintains discipline, monitors behavior and resolves issues; monitors program activities, and assists participants in recreation activities and special programs; reports and resolves complaints, requests, safety conditions, security issues and illegal activities.
- Leads and mentors the youth; encourages continuing education; writes recommendations for kids to participate in the explorer program; mentors staff in how to be effective with teens.
- Maintains accounting and administrative records; manages expenditures, tracks revenue, and monitors budgets; prepares operational and statistical reports on recreation programs and special events.
- Coordinates Teen Center programs and activities with other City departments, community groups, service providers, and local community service agencies.
- Inspects facilities and grounds, and identifies conditions needing repair or maintenance.
- Performs related duties as assigned.
MINIMUM QUALIFICATIONS
Education and Experience:
Bachelor’s degree from an accredited college or university in recreation, social sciences, business or public administration, or a closely related field.
AND
Four (4) years of experience in organizing and developing teen related programs.
SPECIAL REQUIREMENTS
Required Licenses and Certifications:
Must possess a valid California driver’s license and safe driving record.
First Aid and CPR certifications.
Required to pass a background investigation.
Special Requirements:
May be required to obtain specific training and technical certifications.

The City pays 100% of the monthly premium for employees and eligible dependents. This benefit includes one eye exam, one pair of lenses and a one-year supply of contact lenses per year.
Dental Coverage Provided by UMR
The City pays 100% of the monthly premium for employees and eligible dependents. The maximum benefit per calendar year per covered person is $2,000. The lifetime maximum benefit for orthodontic expenses per covered person is $3,000.
Life Insurance
Every full-time employee is provided Term life insurance equal to his/her annual salary with a maximum of $150,000.
Short-Term Disability Standard Insurance
Full-time employees must be employed a minimum of 30 days prior to receiving short-term disability benefits. There is a 29-day waiting eligibility period, and the maximum allotted time period is 180 days.
Long-Term Disability Standard Insurance
Coverage begins when an employee’s disability period exceeds the 180th day timeline under short-term disability. The maximum allotted time period is determined by age when the disability begins.
Public Employees’ Retirement System (PERS) Retirement Benefit
Effective July 1, 2013, NEW CalPERS employee members will commence paying an employee contribution of 6.75%. A new employee who is not a member of CalPERS or is a former CalPERS member who has been out of CalPERS for six (6) months or more will be eligible to enroll in the City’s 2% @ 62 Defined Benefit Pension Plan.
Effective July 1, 2014 “Classic” CalPERS employee members will be eligible to enroll in the City’s 2% @ 55 CalPERS Retirement formula and will contribute a 7% employee contribution towards CalPERS Defined Benefit Pension Plan.

Deferred Compensation
The City contributes $25 per pay period and shall match an employee’s deferred compensation in an amount not to exceed 3% of the employee’s gross salary contribution per pay period.

The City pays 100% of the monthly premium for employees and eligible household members. Service is available 24 hours a day, 365 days a year by calling (888) 293-6948. Easy Eight Trip Reduction Program
Employees are eligible to participate in the Easy Eight Trip Reduction Program. Employees who carpool eight (8) days in a month are eligible to receive $25 per month for ridesharing / carpooling.
