Description of Job
The Work Unit
This position is housed in the Center for Health and Environmental Data (CHED), specifically within the Operations section of the Vital Records program.
The Vital Records Program ensures the administration of the Colorado Vital Statistics Act by 1 ) registering all vital events including births, deaths, fetal deaths and induced terminations of pregnancy, 2) issuing certified copies of births, deaths, and fetal deaths, 3) amending and correcting records of all vital events, 4) providing data to Federal agencies including the National Center for Health Statistics and the Social Security Administration, 5) receipt and verification of reports of marriages and divorces, 7) implementation and support of electronic birth and death registration systems and electronic issuance systems at the state and local level, and computerization of historic vital records. The Office supports 63 local registrars in the registration and issuance of vital record certificates and provides training and technical support for data providers such as local registrars, hospitals and funeral directors.
What You Will Be Doing:
The nature of this position consists of unique, specialized practices and procedures that require a level of complexity that is higher due to the level of decision making. This includes the skills and knowledge needed to analyze the various types of documents submitted by customers each day to determine whether an application should be approved or denied.
Receiving and processing birth modifications:
Analyzes, reviews, approves, rejects and processes confidential forms and requests that contain supporting documents submitted to the Vital Records Program, (i.e. copies of certified court orders, marriage licenses, social security numbers, various legal documents pertaining to the registration and modification of birth certificates, out-of-state and foreign adoptions and paternity, parentage determinations which include same gender parents). Officially defends agency position requiring a state or federally issued ID for any service
provided when customers do not have sufficient ID. Address dissatisfied customers when desired change of a record cannot be processed or recorded.
Facilitates, organizes and corrects all incoming electronic birth certificates, hard copy birth registrations, worksheets and acknowledgement of paternity (AOP) through the intake process by reviewing, sorting, identifying problems that prevent the record from being filed.
Verifies existing file information before updating new requests for accuracy, eligibility, fee requirements, and reviews comment entries within COVIS.
Processes AOP forms received by mail after a birth registration has occurred according to Colorado law and Federal guidelines.
Issue original birth information which includes a copy of a birth certificate and white copies of all other documents in the sealed file. Ensure the correct sealed file is opened and original birth certificate is issued.
Keep updated on all adoption legislation so that forms, instructions and policies are updated.
Create Testimonial letters and process requests for copies of Acknowledgment of Paternity (AOP) and all birth.
Processes requests for adoptees and their decedents and siblings who are requesting a copy of their original birth certificate.
Verifies existing file information before updating COVIS for new requests for accuracy, eligibility, fee requirements, and reviews fee entries within COVIS.
This position assists with correcting the marriage and divorce index on the CDPHE website for customers requesting changes when needed. Corrections are made based on documentation from the court or evaluation of the certified copy of the marriage license or divorced decree.
Manages incoming phone calls and email box for adoptions, paternities, parentage court orders, marriage, civil union and divorce correction and delayed birth and death registrations. Advise and instruct customers, attorneys, local registrars of policies and procedures.
Assists walk-in customers at least 5 days a month or according to a specific schedule. Walk-in customers consist of adoptions, paternities, delayed birth registrations, and voluntary acknowledgement of paternity processing according to Colorado Revised Statutes and Regulations and the Secure and Verifiable ID Act.

Minimum Qualifications
In order to be included in the applicant pool you must meet one of the following conditions:
Requires Three (3) years of experience providing technical or customer support, in a vital records setting.
This experience must be substantiated within the Work Experience section of your application. “See Resume” will not be accepted. In addition, part-time work will be prorated.
Substitution
College, university or non-correspondence school course work in business, public health, research, or closely- related degree may substitute on a year-for-year basis for the call center experience.
