Technical Writer – VA Cyber Programs

Leidos Health Group has an opportunity for a Technical Writer to join a project in support of the Department of Veterans Affairs (VA) / Office of Information Security (OIS). The project will augment VA’s Enterprise Data Loss Prevention (DLP) program in accordance with existing VA Enterprise Security Directives and standards, while ensuring compliance with Federal laws, regulations and VA policies and procedures. Your expertise will be instrumental in enhancing the cybersecurity posture and ensuring the confidentiality, integrity, and availability of the VA’s sensitive data and systems, minimizing risk exposure, and protecting sensitive information from potential threats. The team provides project management and technical services, provides technical support to assist in VA’s implementation of the Zero Trust Architecture (ZTA) Data Pillar, and provides technical support for gap analyses, requirements review, re-alignment of technologies and data capabilities, reporting, documentation of operational response, and establishment of policy and governance. As the DLP Technical Writer, you will play a critical role in the documentation of gaps, requirements, specifications, design, and implementation of a robust and effective Data Loss Prevention security approach across the VA’s digital landscape.

This position is remote with minimal travel as necessary.

PRIMARY RESPONSIBILITIES
What will this position require you to do’

  • Gather technical and background information for inclusion in project documentation and deliverables.
  • Create, Edit, and proofread technical and non-technical documents of varied length and complexity, including tables, figures, and numerical data.
  • Ensure drafts and final copies of documents are accurate, complete, and adhere to applicable formatting, style, and SOP requirements before submitting for review.
  • Ensure consistency between documents of similar type and/or content.
  • Coordinate with cross-functional teams to ensure documentation meets project deadlines.
  • Manage and track multiple tasks as part of a complex publishing workflow with tight deadlines.
  • Follow, develop, recommend, and maintain editorial policies.
  • Writing and reviewing standard operating procedures and internal working documentation as needed.
  • Estimating LOE for technical writing components of new functions or iterations.
  • Maintain document version control.

REQUIRED SKILLS
What you will need to succeed’

  • Requires Bachelor’s Degree and 4 or more years of technical writing experience or a Master’s degree with 2 or more years of prior relevant experience. Additional directly related experience can offset the degree requirements.
  • Experience documenting gap analyses, workflows, requirements, specifications, technical proposals, reports, presentations, and/or similar documentation; experience editing technical journal articles, research papers, manuscripts, and/or books; knowledge of the end-to-end documentation process, from intake to printed and electronic output and distribution.
  • Excellent oral and written communication skills; ability to communicate and advocate discipline-related knowledge, services, and programs.
  • Experience with creating architecture and workflow diagrams using Visio or other drawing tools.
  • Prior working knowledge of and proficiency with various Adobe and Microsoft Office tools/programs, especially PDF, Word, PowerPoint, and Excel.
  • Capable of transforming complicated subject matter, complex technical information, and diverse source material into accurate, clear, and concise content for a variety of audiences.
  • Familiarity with document version control systems and content management systems.
  • Ability to work independently and as a member of a collaborative team in a highly flexible work environment.
  • Strong work ethic, and the ability to balance competing priorities and deadlines.
  • Current Public Trust or DoD clearance

DESIRED SKILLS
How do you stand out’

  • Current VA credentials and up-to-date VA Tier 4 / High background investigation
  • Familiarity with VA standards, rules, and regulations pertaining to project management, documentation, deliverables, government contracts, and project execution.
  • Prior experience in a similar role within the cybersecurity domain.
  • Demonstrated experience with:
    • Health Insurance Portability and Accountability Act (HIPAA) Privacy and Security Rule
    • Health Information Technology for Economic and Clinical Health (HITECH) Act
    • Privacy Act of 1974, and amendments
    • National Institute of Standards and Technology (NIST) guidelines
    • Federal Information Security Management Act (FISMA)
    • Federal Acquisition Regulation (FAR)
    • Other laws and regulations pertaining to the protection of sensitive VA data.

Pay Range: Pay Range $59,150.00 – $106,925.00
The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
