Summary
This position is located within the Department of Veterans Affairs (VA), VHA, VISN 6, at the Fayetteville VAMC, in Fayetteville, NC, within the Outpatient Ambulatory Care Section of the Health Administration Service (HAS). This position serves as the Section Chief within Outpatient Ambulatory Care. This position will also be required to be available for rotating shifts, weekends, and holidays due to the fact that some of this position’s subordinates are required to work these schedules.

Duties include but are not limited to the following:
- Plans the work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for the completion of work
- Has regular meetings with subordinates in different sites of care to plan for daily, weekly, and long term needs and to adjust schedules accordingly
- Assigns work to subordinates based on priorities, the selective consideration of the difficulty and requirements of assignments, and the capabilities of employees
- Evaluates the work performance of subordinates and is responsible for their performance plans/standards, evaluations, and ratings
- Gives advice, counsel, or instruction to employees on both work and administrative matters
- Serves as a mentor, coach, instructor, and subject matter expert to direct and indirect reports
- Interviews candidates for positions in the unit and recommends appointments, promotions, or reassignments to such positions
- Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager
- Proposes and works with HR (for guidance on proper methods and documentation) to issue disciplinary actions
- Identifies developmental and training needs of employees, providing or arranging for needed development and training
- Finds and implements ways to improve production or increase the quality of the work directed, to promote team building, or to improve business practices
- Employs lean management thinking, system redesign principles, and other change leadership concepts in order to promote efficiencies and strive for highest standards
- Exercises significant responsibilities in dealing with officials of other units or organizations, or in advising management officials of higher rank
- Ensures the reasonable equity (among units, groups, teams, projects, etc.) of performance standards and rating techniques developed by subordinates or ensuring comparable equity in the assessment by subordinates
- Makes decisions on work problems presented by subordinate supervisors, team leaders, or similar personnel

- Hears and resolves group grievances or serious employee complaints
- Reviews and approves serious disciplinary actions (e.g., suspensions) involving supervisory and nonsupervisory subordinates
- Makes decisions on non-routine, costly, or controversial training needs and training requests related to employees of the Service
- Determines whether contractor performed work meets the standards of adequacy necessary for authorization of payment
- Approves expenses comparable to within-grade increases, extensive overtime, and employee travel
- Maintains and recommends awards and bonuses and manages the overtime budget, subject to approval by higher level officials, supervisors, or others
- Gathers data and prepares written correspondence in reply to inquiries from State and Federal Congressional offices, other local government officials, Veterans, and other parties
- Assists the healthcare groups in the development of local policy guidance and procedures for workload management
- Keeps the healthcare groups informed and up to date concerning appropriate administrative regulations
- Analyzes, interprets, and implements regulations accurately to reflect current operating procedures
- Maintains familiarity with precedents concerning changes in regulations or policies for the service.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9.
