PURPOSE OF CLASSIFICATION

The purpose of this classification is to manage and supervise operations of the Parks and Recreation Department, including oversight and coordination of parks staff, maintenance work and projects.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance evaluations; conducts interviews and makes hiring recommendations.

Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; consults with assigned staff, assists with complex/problem situations, and provides technical expertise.

Ensures departmental compliance with all applicable laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; conducts inspections, monitors work environment, and monitors use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations.

Assists in developing, administering, operating budgets and Community Investment Project (CIP) budgets for areas of assignment; monitors expenditures to ensure compliance with approved budget; assists in developing and implementing long and short-term plans, goals, and objectives pertaining to department projects and Town parks/equipment; meets regularly with Director & staff to review budget issues.

Manages various park projects; oversees the park system, manages the Town’s preventive maintenance program; manages landscaping activities and develops Town mowing schedules with park schedule; custodial services, irrigation system maintenance, equipment operation, reviews and interprets blueprints, develops and coordinates park and athletic facility maintenance, schedules work projects around athletic schedules, develops schedules for field maintenance projects and for application of fertilizers, pesticides and herbicides, oversees maintenance of clay tennis courts.

Coordinates projects with other departments, athletic leagues/field maintenance, contractors, utility companies, outside agencies, or others as needed; provides assistance to other departments as needed; assists engineers with ongoing parks projects involving the Engineering Department; provides information to the public regarding projects which affect them; assists with Recreation special events and programs as needed.

Manages and coordinates maintenance project activities; prioritizes and schedules projects; coordinates use of outside contractors as appropriate; conducts project/site visits/inspections to monitor project activities and ensure compliance with codes, approved plans, specifications, and established schedules; meets with lead supervisors regarding current projects; monitors progress in meeting project deadlines; documents progress of projects and status of compliance issues; troubleshoots problems and initiates problem resolution; reports progress of projects to director.

Performs needs assessments to determine various Community Investment Program (CIP) projects related to Parks and Recreation, develops project scope for various invitations to bid, requests for quotations/qualifications and requests for proposals; reviews bids and makes recommendations; oversees and coordinates work performed by outside contractors; monitors quality of work, progress in meeting project deadlines, and compliance with terms of contract; meets with contractors and provides direction; troubleshoots problems and initiates problem resolution.

Communicates with Director, Town officials, employees, other departments, contractors, utility companies, other municipalities, state/federal agencies, vendors, sales representatives, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.

Performs administrative tasks; reviews project progress reports and department productivity levels; reviews employee leave usage requests for approval; administers employee performance reviews; responds to e-mail messages, telephone calls, or written correspondence; gives depositions as needed.

Coordinates training activities for Parks maintenance employees; establishes monthly safety training classes.

Authorizes special assignments and coordinates special projects; responds to requests for emergency or “rush” assistance.

Implements Hurricane/Storm Emergency plan in the event of a storm or natural disaster to include preparation of Town parks and facilities prior to storm, location at a Town facility during storm and restoration efforts following a storm.

Operates a variety of equipment, machinery and tools associated with department projects and activities, which may include a utility truck, front-end loader, backhoe, security gate, air conditioning systems, drafting instruments, artist’s instruments, photographic equipment, general office equipment, sound meters, measuring instruments, or safety cones.

Oversees inventory of department equipment, tools, parts, and supplies; ensures availability of adequate equipment, tools, parts, supplies, or other materials needed to conduct projects; obtains competitive price bids for machinery and equipment; initiates orders for new/replacement materials; orders uniforms for employees; reviews/approves invoices and forwards to director.

Compiles and/or monitors various administrative and/or statistical data; performs research; makes applicable calculations; analyzes data and identifies trends; prepares/generates reports and maintains records; prepares and submits reports to Environmental Protection Agency (EPA).

Prepares or completes various forms, reports, correspondence, work orders, bid advertisements, quarterly productivity reports, EPA reports, performance reviews, grant applications, budget documents, diagrams, or other documents.

Receives various forms, reports, correspondence, work orders, quarterly progress reports, accident/injury reports, bids/proposals, contracts, invoices, budget reports, job applications, time sheets, leave/comp time requests, blueprints, diagrams, maps, policies, procedures, operational guides, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.

Operates a computer to enter, retrieve, review or modify data; utilizes work order system, database, e-mail, or other computer programs.

Responds to complaints and questions related to department operations; provides information, researches problems, and initiates problem resolution.

Attends meetings, serves on committees, and makes presentations as needed.

Maintains a current knowledge of applicable policies, laws, and regulations; maintains an awareness of new materials, procedures, trends and advances in the profession; reads professional literature; maintains professional affiliations; attends conferences, workshops, and training sessions as appropriate.

Maintain active membership in the Florida Recreation and Park Association (FRPA) or National Recreation and Park Association (NRPA) or Sports Field Management Association (SFMA).

ADDITIONAL FUNCTIONS

Provides assistance to other employees or departments as needed.

Performs other related duties as required.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in Parks and Recreation Management/Administration, Public Administration, Horticulture/Landscape Architecture, Turfgrass Management, Sports Management or closely related field
  • Minimum of six (6) years of progressively responsible supervisory or managerial experience in park operations and management, contract administration, budgeting and employee supervision. A combination of equivalent education, training and experience which provides the requisite knowledge, skills, and abilities for this position may be used as a substitute.
  • Candidates must possess and maintain a Public or Commercial Ornamental and Turf Pesticide Applicators License from the Florida Department of Agriculture and Consumer Services within one (1) year of employment.
  • Must possess and maintain Certified Park and Recreation Professional certification through the National Recreation and Park Association within two (2) years of employment.
  • A valid Florida driver’s license is required. For application purposes, a valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized; with the ability to obtain the State of Florida driver’s license within thirty (30) days from date of employment.
