Description
The Superintendent of Recreation position is an integral part of the Parks & Recreation team that leads & supports the ongoing operation of the Recreation Division. This position directly supervises and manages three (3) Recreation Program Managers, two (2) S.O.A.R. (Special Opportunities Available in Recreation) Program Managers, and three (3) Ice Center Managers, who together oversee Seasonal employees, facilities, and programs.
The Recreation Division of Bloomington Parks & Recreation includes programs for all age groups in general recreation programs, special events, therapeutic recreation, ice center, and aquatics. The Superintendent of Recreation is responsible for providing excellent customer service to the public, inter-departmentally, and internally to City employees related to the functions of this position.
Works with the Assistant Director and Director in the planning, organizing, managing, and development of all division goals and operations.

- Leads and manages recreational programming over areas including but not limited to; Sports, Fitness, Hockey, Figure Skating, Youth, Family, Adult Trips, Seniors, Aquatics, Therapeutic Recreation, Inclusion, and Department and City-Wide Special Events.
- Performs recreation programming, evaluates and analyzes program data from all budgetary and attendance standpoints, and advises program improvements. Tracks trends in the industry, marketplace, fee structures, and public requests for new ideas and future opportunities for programming and marketing.
- Communicates and coordinates with other members of the Parks & Recreation team to develop long and short-term objectives. Provides input for smooth and effective operations department-wide.
- Advocates explains and promotes Parks & Recreation programs to the public. Responds to requests for information from the public, employees, divisions, departments, and external organizations as appropriate. Responds to, documents, and resolves complaints for Recreation Division from the public.
- Manages the day-to-day operation of the Recreation Division to ensure that the public receives quality programs and services delivered effectively and efficiently. Coordinates on-site and operations of special events. Supervises, leads and mentors the Ice Center Managers, SOAR Managers, and Recreation Managers.
- Is responsible for the safety of employees, volunteers and the public. Ensures that employees are properly trained and are adhering to safety policies and procedures. Assists in review of safety protocols to ensure adequacy and completeness. Verifies that safe work practices are employed, and that parks and facilities are designed and maintained to proper safety standards for programs.
- Prepares and monitors budgetary projections for Recreation Division programs and facilities with Department staff. Is responsible for budget management and expenditure oversight.
Supervisory Responsibilities: Carries out supervisory responsibilities in accordance with the City’s policies and applicable laws. Responsibilities include; assisting in interviewing, hiring, and training employees; planning, assigning, and directing work of full-time Recreation and S.O.A.R. Program Managers and Ice Center Managers, who supervise seasonal staff; appraising performance; rewarding and disciplining employees; assessing complaints and resolving problems, all subject to the review of the Assistant Director and Director.
Is responsible for facilities oversight for the Lincoln Leisure Center, Holiday Pool, O’Neil Aquatic Center (opening in 2024) and the Bloomington Ice Center with assistance from Park Maintenance.

- Attend evening meetings. Travel throughout the City to the various Recreation program locations and facilities. Travel occasionally to attend state, regional or national meetings.
- Drive a 15-passenger mini-bus or regular size mini-van for programs and events
Required Education/Experience:
- Bachelor’s degree with coursework in Park and Recreation Management, or Recreation, Sport and Tourism preferred
- 5 years’ supervisory experience with progressive responsibilities
- Aquatic Facility Management and Ice Center Management experience preferred
- Equivalent combination of education and experience may be accepted
Certificates and Licenses:
- Driver’s License
- CPRP (Certified Park & Recreation Professional) or ability to obtain
- CPO (Certified Pool Operator) or ability to obtain

Work is performed in an office setting and at various facilities and outdoors locations. Requires traveling between worksites in town and occasional travel to other locations for meetings. Evening meeting and weekend program attendance is required, and work may involve responses to emergency situations. The physical demands on this position may include traversing outdoor parks with uneven terrain. Physical activity is generally of an oversight nature. Some oversight activities may take place in dusty, moist or humid conditions and in a wide range of outdoor temperatures.
