General Description
The City of Albany Public Works Department Operations Division is currently accepting applications for Street Maintenance II. This position performs a variety of semi-skilled and skilled maintenance and construction work and operates a variety of equipment in the construction, operation, repair, maintenance, and replacement of City streets and storm drainage facilities and systems.
POSITION INCENTIVES:
- Clothing Allowance: 5 T-shirts; 5 blue jeans or work shorts; 1 winter-weight coat; 1 sweatshirt/fleece shirt; 1 set rain gear with reflective striping; 1 pair steel-toed safety boots; 1 pair rubber boots; 1 pair coveralls.
- Salary Incentive: 6% pay increase for possession of the Oregon Department of Transportation Roads Scholar Program certification.
- CDL and CDL Training: For the successful candidate hired into this position who does not possess a CDL at the time of hire, the city will pay the third-party costs for the new employee to attend any Entry-Level Driver Training required by the FMCSA. As a condition of the City advancing these trainings costs to attend Entry-Level Driver Training, the employee will be required to sign a written agreement that they will remain employed by the City for two full years (24 months) after obtaining their CDL or repay the City for the full cost of training. Repayment will be required should the employee resign, retire, or otherwise voluntarily separate from City employment within the 24-month period after obtaining their CDL. For new hires who have a valid CDL at the time of hire, the new hire will only be eligible for reimbursement of any applicable renewal fees.
NOTE: This position is full benefits eligible. Out-of-pocket cost for medical, dental, and vision coverage is approx. $48/mo. for employee only coverage up to a max of $137/mo. for family coverage.
Essential Functions/Duties & Responsibilities
The duties listed are intended only as illustrative examples of the various types of work that may be performed by individuals in this classification. Any of the following duties may be performed. These examples are not necessarily performed by all incumbents and do not include all specific essential functions and responsibilities the incumbent may be expected to perform.
- Inspects, repairs, and/or maintains street, traffic signals, street signs (fabricate and install), pavement markings, street banners, trees, storm water drainage (includes herbicide spray), community relations projects (holiday decorations, Veteran’s Day parade, etc.), encroachment permits, and other activities as required.
- Performs traffic signal maintenance, to include ordering replacement parts, trouble shooting in the field, scheduling sub-contractors, conducting monthly inspections of 7-9 signals, on call for any problem 24 hours a day. Sets up and tears down traffic controls as needed.
- Produces a variety of records and reports relating to inspections, maintenance activity, cost accounting, etc. as required.
- Determines the locations of utilities (gas, telephone, electric, television, water, and sewer) prior to any excavation.
- Responds to various customer service requests; evaluates solutions; resolves problems if possible; and reports findings to supervisor. Maintains good public relations through courteous and prompt attention to complaints.
- Drives trucks of various sizes and weights in the loading, hauling, and unloading of various equipment and materials (gravel, asphalt, etc.).
- Operates light and heavy construction and power equipment (excavator, loader, paver, sweeper, Versalift (bucket truck), etc.
- Performs routine inspection and preventive maintenance of assigned equipment and tools by cleaning and checking equipment and tools before and after use. Defects or needed repairs are reported to the supervisor.
- Installs and removes vehicle decals, numbering, and logos on City vehicles.
- Performs all duties in conformance with appropriate safety policies and procedures.
- Performs required labor involved in the construction and maintenance of pavement cutting; ditch cleaning; crack sealing; base repair, sidewalk, curb and gutter, and wheelchair ramp repair; line cleaning; pipe repair; pipe laying; and backfilling according to established city construction standards.
- Mows, landscapes, and removes debris from the rights-of-way all over the city.
- Performs concrete work including excavation of existing concrete; setting up of new concrete; pouring and finishing sidewalks, driveway approaches, curbs, and gutters; patching existing concrete; and grinding trip hazards.
- Places and excavates asphalt, as needed.
- Maintains the City’s trees, including tree trimming, tree removal, stump grinding, inspections, assessing visual clearance, and removing hazardous trees.
- Performs storm water maintenance, including ditch maintenance, locates, line repair, catch basin cleaning, flood control,
- Sprays herbicides in and on ditches, right of ways, roadways, parking lots, and at the airport,
- Performs bridge maintenance, including railings, deck repairs, embankment repairs, approaches, and conducting inspections,
- Utilizes web-based software (OMS) to capture data, track conditions and work history of utility assets, including resources (labor and equipment costs), attachments, photos, notes, and follow up tasks in real time in the field or at desktop.
- Works on-call during inclement weather to assist with snow and ice, including sanding during snow events, stock piling sand, cleaning parking lots and sidewalk and switching to 12-hour shifts to cover 24 hours a day.
- Assist in the training of co-workers to increase their skills in the maintenance, construction, and repair activities.
- May be assigned to work on other public works crews such as Water Distribution, Wastewater Collection, or Building Maintenance.
- Maintain professional networks and attend training sessions and conferences as necessary to advance skills and keep abreast of issues and practices in all areas of responsibility.
- Represents the City of Albany by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor. Qualifications & Requirements
Education and Experience:
A high school diploma or its equivalent; and two years of experience relating to construction, maintenance, or repair of streets, traffic signals, traffic signs, pavement markings, concrete; or an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities.
Special Requirements:
- Possession of a valid Oregon Class B Commercial Driver’s License (CDL) with air brake and tanker endorsements within six months of job placement.
- In accordance with Human Resources substance abuse policies, incumbents in this position are subject to the City’s Drug & Alcohol testing program.

WORK ENVIRONMENT
The work environment is outdoors in outside weather conditions. The employee frequently works near moving mechanical parts and is frequently exposed to wet and/or humid conditions, and vibration. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock. The noise level in the work environment is usually loud. This position may occasionally require evening and weekend work.
