Position Description

Assist in the administration and operation of 15 Special Service Districts and their individual work plans and budgets by functioning as coordinator.

Work Location – This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties and Responsibilities
Assisting the Project Manager in implementing each special district’s operating plan and related activities

  1. Coordinate operational activities including planning, purchasing, and logistics as they relate to the implementation of each SSD’s work plan.
  2. Assist in overseeing the delivery of SSD services and the work of private contractors to ensure compliance with standards.
  3. Coordinate service delivery with other city departments and government agencies (MNDOT, Hennepin County, etc.) for work within the public right of way.
  4. Utilize the City’s business process software (Comet, LIMS, 311/Lagan, etc.) to provide the office functions necessary to comply with City rules and procedures affecting SSDs.
  5. Participate in drafting SSDs annual budgets, bid specifications, requests for council action, and other formal documentation viewed by SSD advisory board members, ratepayers, and elected officials.
  6. Represent SSDs on multi-departmental and stakeholder working groups. Attend neighborhood group and business association meetings
  7. Prepare and make presentations to SSD advisory boards, stakeholder groups, and City staff. Act as liaison regarding SSD activities.
  8. Collect, organize, and analyze data. Prepare reports, detailed maps, and other documentation related to SSDs.

Assist SSD Project Manager with overseeing grants and special projects

  1. Coordinate partnership activities with internal and external stakeholders that help achieve City goals through grants and special projects. Examples include the MNDOT Landscape Partnership Program and MNDOT Limited Use Permits.
  2. Draft grant proposals to secure funding for projects that align with City goals
  3. Prepare requests for council action and resolutions to accept grant rewards.
  4. Manage grants once received including planning, purchasing, and logistics as they relate to the implementation of grant projects.
  5. Manage agreements with non-profit organizations and other entities including the Loring Greenway Association, Friends of Triangle Park, and MNDOT utility access permits for neighborhood community gardens and MNDOT limited use permits for public space improvement projects.

Required Qualifications
MINIMUM EDUCATION
Bachelor’s degree in Business Management, Construction Management , Business Administration or an equivalent degree.

MINIMUM EXPERIENCE
Three years of related experience, including experience on construction and maintenance job sites working with contractors and consultants, and experience coordinating projects, working with a budget, managing contracts, and monitoring outcomes.

Equivalency
An equivalent combination of education and experience closely related to the duties of the position may be considered.

Eligible List Statement

  4. Good knowledge of modern software usage and ability to Utilize City enterprise software systems (Comet, LIMS, 311/Lagan.) an proficient working with Microsoft Excel, Word, Outlook, Adobe Photoshop, Adobe InDesign, and Acrobat
  5. GIS and map making experience.
  6. Importing and exporting data sets.
  7. Creating useful maps from data collection.
