Description
The Department of Social Services is seeking multiple highly qualified candidates for the position of Social Caseworker in the Economic Support and Independent Division. The incumbents are responsible for promoting the self-sufficiency of public assistance recipients by helping to remove barriers to their employment.
Duties include but are not limited to
- Determining eligibility for public assistance (TANF, SNAP (formerly known as Food Stamps), and Medicaid) in compliance with Federal, State, and Local policies;
- Conducting assessments and determining VIEW (Virginia Initiative for Employment not Welfare) eligibility;
- Developing self-sufficiency plans and monitoring the activity plan to achieving independence;
- Assessing needs and coordinating appropriate supportive services such as emergency intervention, day care, transportation, medical/dental services, community resource referrals, and work related expenses to help remove barriers to employment;
- Evaluating and monitoring disbursement of funds for client services;
- Monitoring and documenting progress of VIEW participants;
- Reassessing customers at predetermined intervals to evaluate program participation;
- Maintaining accurate 24-month TANF clocks and exemption status for VIEW cases;
- Gathering statistical data and developing reports to capture benefits, services and progress of VIEW participants;
- Assisting in workforce development strategies.

Qualifications, Special Certifications and Licenses
KNOWLEDGE, SKILLS, AND ABILITIES:
Considerable knowledge in principles, practices, and techniques of social services and in the field of social service planning; laws, regulations, and rules governing the provision of social services to children and youth, adults, seniors, etc.; Current social, economic, and health programs appropriate for the population served; and departmental and divisional policies, practices, and procedures relevant to specific program services.
Demonstrated skills in sound judgment and reasoning; interviewing; collaboration; time management, organization, and prioritization; and technological proficiency (e.g. computers/software programs).
Demonstrated ability in working independently with minimal supervision; gathering and assessing information and evaluate data; making and implementing case decisions; understanding and interpreting regulations and laws; and working with diverse populations, including hard-to-serve and low income residents.
MINIMUM TRAINING AND EXPERIENCE:
- Bachelor’s degree in human services, social services, or related field;
- Three years of human services or social casework experience;
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
- Some assignments may require a valid Driver’s License with a satisfactory driving record and a valid Commonwealth of Virginia Driver’s License within 30 days of hire.
PREFERRED TRAINING AND EXPERIENCE:
- Two (2) or more years of experience in eligibility determination for public assistance (including experience with ADAPT, VaCMS, and related systems);
- Experience with assessment and service plan development;
- Experience in workforce development;
- Experience in individual or family counseling;
- Experience with Microsoft Office Suite.
