Position Information

Starting Pay: $29.2665 Hourly / $60,874.32 Annually

Under the supervision of the Sewer Maintenance Manager, performs specialized, highly skilled work and coordinates the activities of work crews in support of policies, goals and objectives established by department management.

Examples of Duties

Provide leadership and work instruction to sewer collection system personnel by issuing and interpreting work orders and assigning same as directed by management.

Perform a diverse variety of tasks associated with sewer collection system and lift station operation, maintenance and repair activities.

Inspect work areas to determine type of work required and materials and equipment to be used.

In the absence of other Public Works Department crew leaders and/or as assigned by Public Works management:

  • Provide leadership and work instruction to Public Works personnel by issuing and interpreting work orders and assigning same as directed by management.
  • Perform a diverse variety of tasks associated with Public Works Field Operations. Tasks include storm and sanitary sewer collection system and lift station operation, maintenance, and repairs, park operations and maintenance, streets maintenance, snow & ice removal and water system repairs.
  • Schedule and oversee emergency operations including, but not limited to, storm response, flooding, snow removal and water distribution system repairs; oversee crews on alternate shifts as assigned.

Instruct, inspect and assist outside contractors on related work.

Serve on standby as assigned and respond to emergency call-outs to repair damaged equipment and to eliminate malfunctions and safety hazards.

Promote communication and adequate information flow.

Assist with the development of standardized work procedures consistent with parameters set by department management.

Report to management on the performance of crew members and status of work projects.

Assist in the preparation of operational reports, cost analyses, specifications and documentation of progress toward stated goals and objectives.

Ensure duties assigned are carried out in compliance with local, state and federal regulations and laws and conformance to acceptable standards and practices.

Provide timely, accurate responses to requests for services and information.

Assist with developing budget estimates based on anticipated needs.

Explain, apply and enforce City and department policies.

Other duties may be assigned.

Qualifications

Training and Experience
Associate degree or equivalent from a two-year college or technical school and four years progressively responsible experience in the installation, repair and maintenance of sewer collection systems and lift stations; or equivalent combination of training and experience which provides the required knowledge, skills and abilities.

Knowledge, Skills and Abilities
Thorough knowledge of acceptable practices and standards of the methods, materials, techniques and tools used in the installation, operation, maintenance, troubleshooting and repair of sewer collection systems and lift stations; of hydraulic flow data collection practices, GIS sewer collection system mapping and data management practices; of the laws and regulations that impact the work performed and supervised.

Advanced skill in performing sewer collection system and lift station operation, maintenance and repair. Skill in public, employee and labor relations and in maintaining effective working relationships; in using personal computers and software applications, including GIS, GPS, CCTV, spreadsheet, and database applications; in safe and proper operation of vacuum/jetter trucks, end loaders, construction equipment and CCTV equipment; in reading and interpreting plans, blueprints, shop drawings and schematics; in using hand tools and power tools; in using electrical and electronic diagnostic equipment and pump control troubleshooting and repair.

Ability to read, analyze and interpret documents such as policies, regulations, instructions, procedure manuals, diagrams, schedules and labor agreements; to respond effectively to inquiries or complaints; to write reports, business correspondence and work procedures; to effectively present information and respond to questions from managers, elected officials, employees and the general public; to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

Licenses, Registrations and Certifications

  • Valid Illinois Class B Commercial Driver’s License (CDL-B) with air brakes endorsement, or equivalent, upon application.
  • Valid Illinois Class A Commercial Driver’s License (CDL-A) with air brakes endorsement and tanker endorsement, or equivalent, within 60 days of hire.
  • Valid Illinois Collection System Operator Certificate within twelve (12) months of hire.

Residency Requirement

AFSCME employees shall live within a 20-mile radius from the City’s Emergency Center, located at 1630 8th Avenue in Moline, within 180 days of hire.
