The Maryland-National Capital Park & Planning Commission (M-NCPPC), Department of Parks & Recreation, Management Services Division, Training & Organizational Development Unit, seeks a Senior Training & Organizational Development (OD) Specialist. The Senior Training & OD Specialist is a subject-matter expert and internal consultant for the Department training and OD programs. The Senior Training & OD Specialist’s core functions are to deliver service, support, and solutions aligned with organizational strategic goals and elevate the performance of individuals, teams, divisions, and the Department.
Examples of Important Duties
TRAINING ESSENTIAL FUNCTIONS:

  • Design blended learning solutions using creative, innovative, and evidence-based approaches; and work with subject-matter experts to develop dynamic learning sessions and programs for in-person, webinar, and virtual instructor-led courses and learning solutions.
  • Project manage Department and division training initiatives and strategies, design appropriate training content, sequencing for courses and modules, training guides, job aids, course descriptions, and marketing materials.
  • Research and conduct learning assessments (e.g., training needs analysis, survey development and analysis, and Kirkpatrick Evaluations) that evaluate current and future needs, analyze data, and final report authoring.
  • Serve as the subject-matter expert for the administration and effective use of learning management systems (e.g., Cornerstone, Coggno, MS Viva Insights), design and publish marketing materials and evaluate training programs.

OD ESSENTIAL FUNCTIONS:

  • Serve as the internal consultant to the Department leadership, Divisional teams, Human Resources, and other stakeholders to plan and implement Department OD programs that promote and sustain a healthy work environment, employee engagement, leadership development, and workforce and business process analysis and re-engineering.
  • Evaluate the effectiveness of OD programs and initiatives utilizing best practice methods to identify, recommend, implement, evaluate qualitative and quantitative data, and final report authoring.
  • Serve as the internal consultant and project manager of OD services related to change management, strategic planning, risk assessment, team readiness, meeting design and facilitation of team-specific workshops, conflict resolution, and business process re-engineering.
  • Event Coordination and project management: schedule, set-up and facilitate OD events as needed, and provide input by way of observation, debrief, or help assess readiness.

Minimum Qualifications

  1. Bachelor’s Degree in Human Resource Management, Organizational Design, Business, Training and Development or any related field or certifications in Instructional Design or Facilitation.
  2. Two (2) years of progressively responsible experience in human resource management, finance or any other related field of business administration.
  3. An equivalent combination of education and experience may be substituted, which together total 6 years.

Preferred Qualifications:

  1. Advanced experience using learning management systems (i.e., Cornerstone, LinkedIn Learning, or Coggno, etc.).
  2. Advances experience using marketing platforms (i.e., Canva, Mailchimp, Constant Contact), and Microsoft applications (i.e., Viva, SharePoint, Excel, MS Teams, etc.).
  3. Practiced in the administration and facilitation of personality assessments (i.e., DiSC, Meyers-Briggs, Working Genius), team dynamics and meeting/training design and facilitation.

Eligibility
You have 45 days from your hire date to elect your benefits. Your coverage begins on the first of the month following receipt of your enrollment forms and required documentation.

Retirement Programs

  • Defined Benefit Plan (Mandatory Participation) – Plan E excludes FOP members.

Plan C: 9%* of base salary (FOP members only) – *9.5% Effective 4/1/2023
Plan E: 4% of base salary up to maximum Social Security Wage Base (SSWB) and 8% in excess of SSWB.

Long-Term Disability Insurance (Mandatory Participation)

  • Employee Pays 20%: Commission Pays 80% (FOP Members Pay 100%)
  • Benefits paid at 66 2/3% of base salary, maximum of $6,000/month

Supplemental Long-Term Disability Insurance (Employee Pays 100%)

  • Benefits paid at 66 2/3% of base salary that exceeds $108,000; capped at $216,000

Basic Life and AD&D Insurance (Employee Pays 20%: Commission Pays 80%)

  • Two (2) times base salary; maximum benefit is $200,000 for each
  • Automatic coverage with opt-out provision

Supplemental and Spouse/Dependent Life Insurance (Employee Pays 100%)

  • Supplemental – 1,2,3,4, or 5 times base salary; maximum benefit is $750,000
  • Spouse/Dependent Combination – $10,000/$5,000, $20,000/$10,000, or $30,000/$15,000

Sick Leave Bank (Contribution and Benefit hours prorated for part-time employees)

  • Employees have 60 days from date of hire to enroll.
  • Employee contributes 8 leave hours each year
  • Annually covers up to 688 hours for own serious medical condition, and 480 hours for parental responsibilities (birthadoption or foster care), and 80-160 hours for serious medical condition of an immediate family member
