This position serves as a Senior Systems Analyst performing complex system design and development tasks for use in the area of web application design, construction and maintenance. In this role, you will utilize various languages and technologies in performance of duties including, but not limited to: Object-oriented (OO) programming languages, .NET (framework and core), ASP.NET, C#.NET, MVC or MVVM patterns, entity framework, HTML 5, CSS, Bootstrap, JQuery/JavaScript, SQL Server, Access, and SharePoint. Job Responsibilities
35% 1. Under administrative direction, performs complex professional and advisory functions as a Senior Systems Analyst for the IL Department of Innovations & Technology/IL State Police:
- Coordinates and performs complex system design and development tasks, developing system design and development documentation for use in the area of web application design, construction and maintenance.
- Makes recommendations to create or modify programming techniques, system documentation standards, and guidelines.
- Utilizes various languages and technologies including, but not limited to: Object-oriented (OO) programming languages, .NET (framework and core), ASP.NET, C#.NET, MVC or MVVM patterns, entity framework, HTML 5, CSS, Bootstrap, JQuery/JavaScript, SQL Server, Access and SharePoint.
- Performs, manages and monitors unit and integration testing to verify the system components function correctly.
- Resolves technical issues through efficient and targeted debugging, research and investigation.
30% 2. Conducts and coordinates investigative and analytical studies:
- Conducts and coordinates investigative and analytical studies of complex system functions and operations and selects approaches for the resolution of complex problems or improving the efficiency of existing systems.
- Interviews users, analyzing their IT needs in order to develop project design of high complexity.
- Identifies, reviews, and recommends new content management software to bring websites up to the latest technology and eliminate unsupported software.

10% 3. Serves as a lead developer:
- Coordinates analysis and programming functions on web development assignments of high complexity.
- Utilizes advanced programming techniques and coordination and development of enterprise components for the Department.
10% 4. Serves as a team lead:
- Provides technical guidance, system information and instruction to other IT team members, assisting with specific work issues requiring a broader knowledge of subject matter processing.
- Provides professional advisory assistance to the IT team members regarding system functions of higher complexity.
5% 5. Continues education in the information technology field:
- Continues education and receives advanced training in web development.
- Represents the project team by attending meetings, conferences, or continuing education.
- Travels when held off-site
5% 6. Serves on call for system programs:
- Serves on call and rotation for call outs on system programs
- Monitors applications, answers questions, and responds to emergency requests when problems arise;
5% 7. Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with course work in computer science or directly related fields.
- Requires prior experience equivalent to three (3) years of professional experience in a related information technology field.
Specialized Skills
- Requires three (3) years of professional experience advising the principles and techniques of computer system analysis.
- Requires one (1) year of professional experience with MQSeries, Message Broker, WebSphere, WebLogic, and web services.
- Requires three (3) years of professional experience with development tools including Visual Studios (C# and .Net), Java, Oracle Enterprise Manager, SQL Navigator, SQL Plus, and PL/SQL.
Preferred Qualifications (In Order of Significance)
- Requires three (3) years professional experience in Object-oriented (OO) programing languages.
- Requires three (3) years professional experience in NET (Framework and core), ASP.NET, C#.NET, MVC or MVVM Patterns.
- Requires three (3) years professional experience in Entity framework, HTML, CSS, and Bootstrap.
- Requires three (3) years professional experience in JQuery/JavaScript, SQL Server, Access, and SharePoint.
