What You’ll Do:
Ohio Department of Public Safety – Director’s Office-Fiscal (Procurement Services)
Report In Location: 1970 W. Broad Street, Columbus, Ohio 43223
Work Hours: 7:30 a.m – 4:00 p.m
(CURRENTLY HYBRID ELIGIBLE) Will report into office 3 days a week and telework 2 days a week (May be subject to change)

Under general direction of Sourcing Supervisor, coordinate & oversee establishment & maintenance of contractual agreements for the sustained procurement of supplies, materials, equipment &/or services required for the Ohio Department of Public Safety (ODPS); Work with requester &/or subject matter experts to establish specifications where products or services have multiple complex attributes &/or deliverables & for new & developing requirements (e.g., establish acceptance & payment expectations & schedules for contracts with multiple deliverables &/or phases; resolve cost overrun issues); Coordinate the development & implementation of changes & enhancements to existing scopes of work (e.g., research, analyze & make recommendations regarding requisitions, purchase orders, contracts & amendments; evaluate & make recommendations regarding proposed exceptions & improvements over what was requested; recommend policies, procedures & improvements for sourcing practices; coordinate potential sources for good & services); Perform &/or participate in contract negotiations with requester, supplier &/or Legal Services as needed; Confer with vendors, manufacturers & distributors on daily basis regarding available/needed services, delivery, prices &/or quantity; Prepare & submit release & permit requests; Compare procurements of other jurisdictions (e.g., contact other states & political jurisdictions; conduct interviews , collects information & evaluates similar proposals); Update electronic internal & external database(s) to maintain current tracking information; Route contracts & agreements for internal approvals & signatures between Legal staff, Business Services, Office of Administration, and Fiscal Services; Utilize state issued payment card and maintains log; Assure accuracy & correctness of contracts, Memoranda of Understanding (MOU), purchase orders, requisitions & encumbrances (e.g. enter procurement information into Ohio Administrative Knowledge System (OAKS) &/or Ohio Buys (OB), Workflow, Tracking, & Follow-up System (WTFS) & Electronic Release & Permit System); Prepares purchase orders.
Ensure compliance with applicable licenses, laws, rules & regulations; Participate with Legal Services in contract negotiations for non-standard terms & conditions, licenses & agreements; Perform research, develop specifications, determine sourcing strategy, prepare acquisition plan, conduct solicitation (e.g. obtain quotes/proposals), perform cost analysis, prepare statistical reports & make award recommendations; Gather & prepare documentation for submission to the Controlling Board; Monitor supplier performance; Document & analyze performance lapses; Recommend & implement corrective action to resolve performance issues.
Work with Fiscal staff to resolve issues with payment processing & OAKS &/or OB related issues; Provide follow-up on outstanding services to be performed; Ensure Minority Business Enterprise (MBE) & Encouraging Diversity, Growth & Equity (EDGE) vendors are utilized; Prepare correspondence using Microsoft Office 365; Maintain files (e.g. procurement files); Respond to telephone & email inquiries; Maintain & generate reports from ODPS databases, OAKS & OAKS Business Intelligence (BI), OB; Participate in vendor outreach events; Perform MBE/EDGE supplier development & assist in preparation of the MBE spending plan; Perform other duties as assigned (e.g. assist with cross training of fellow sourcing personnel; answer telephones; make copies, etc.).

Qualifications
Completion of undergraduate core program in public or business administration, purchasing, materials management, contracting, acquisition management or logistics, supply chain management, operations management or other sourcing related field; 6 mos. exp. or 6 mos. trg. in purchasing/procurement/sourcing.
-Or 30 mos. exp. or 30 mos. trg. in purchasing/procurement/sourcing.
-Or 12 mos. exp. as Sourcing Analyst, 64512.
-Or equivalent of Minimum Class Qualifications for Employment noted above.
