Description

An advanced highly technical administrative position responsible for overseeing capital projects, studies, and master plans from inception to completion by ensuring compliance with Federal, State, Local, and City specifications and expectations.
Normal Work Schedule: Monday – Friday 8:00am to 4:30pm. Additional hours, including weekends and holidays may be required.

Example Of Duties

Essential FUNCTIONS AND DUTIESinclude the following. Other duties may be assigned as dictated by operational necessity.

  • Manage Capital Projects, Planning Studies, & Master Plans as well as assist with projects in other departments.
  • Prepare reports, documents and assists staff with financial tracking, including collecting and reporting financial leveraging information.
  • Develop recommendations for current and long term planning projects; prepares technical studies and reports.
  • Perform coordinating functions with local, regional, state, and federal entities where their interests overlap with the economic development interests of the City and the implementation of the comprehensive plan.
  • Prepare and processes all purchase orders, accounts payable, and requests for subcontractor payments.
  • Prepare statistical reports, grant applications, and studies associated with departmental research, market analyses, and funding needs.
  • Prepare and present both verbal and written reports which may include public presentations; conduct related public information and citizen involvement programs.
  • Supervise projects in the conceptual and design phase and serve as liaison between developers, engineers, consultants, and contractors. Assist in coordinating and monitoring the administration of grant programs to include policy, contract, and program development, and facilitation of jurisdictional coordination.
  • Assist in the coordination with local, regional, state, and federal entities where their interests overlap with the economic development interests of the City and the implementation of the comprehensive plan.
  • Assist in preparing and submittal of Requests for Proposals (RFP), scopes of work, sub awards/subcontracts, bids, and other procurement information as necessary.
  • Assist in conducting studies; develop various maps, graphics, text and illustrative materials used in reports and presentations with the aid of applicable computer software applications.
  • Attend and represent the City at other agency meetings; prepares and presents public presentations.
  • Assist in the development and implementation of architectural design standards and guidelines to enhance the aesthetic appearance of the City.
  • Assist with collecting, assembling, summarizing, and analyzing basic data involved in planning, such as land use, population, economic characteristics, traffic, services, historic preservation, land development, and other factors pertinent to a master planning or a comprehensive planning program.
  • Effectively execute planning activities including implementing policy and programs within established resource and budgetary constraints; read, understand, and interpret a variety of written documentation and graphic material.
  • Maintain liaison with city boards and commissions, city departments, private and government officials and agencies regarding assigned projects, programs and related issues.
  • Monitor various related governmental legislative, fiscal and regulatory activities; maintains a working knowledge of implementation techniques including organizational, regulatory, fiscal and economic development techniques.

  • Knowledge of City organization, operations, policies and procedures and applicable federal, state, and local laws, codes, rules, and regulations to effectively perform the functions and duties of the position.

  • Knowledge and experience with FDOT Standards and Specifications.
  • Able to interpret information accurately and make decisions according to existing laws, regulations, and policies.

  • Able to explain information in a clear and understandable manner to non-technical persons.
  • Able to review the work products of others for conformance with standards.

  • Able to use and interpret graphical information such as construction plans, schematic drawings, wiring diagrams, flow charts, layouts, other visual aids, and electronic project management applications .

EDUCATION, EXPERIENCE, LICENSES AND CERTIFICATIONS:

  • College degree in planning, project management, or related field or five (5) or more years’ experience in planning, with supervisory responsibility.
  • Five (5) years of responsible experience in capital improvement, design and/or construction projects at a level which required supervision or participation in the planning and programming processes.
  • Five (5) years’ experience in Federal, State, and Local regulations.
  • Five (5) years’ experience in grant and finance management.
  • Any combination of education and experience which provides the requisite mental and communication skills.
  • Florida Department of Transportation (FDOT) Local Agency Planning (LAP) Certification highly desirable or the ability to acquire.
  • ADA Coordination Training Certification highly desirable or the ability to acquire.
  • Experience in automated mapping, GIS, or database administration highly desirable but not required.
  • Must possess a valid Florida driver’s license.

Supervisory Responsibilities:

  • Exercises indirect supervisory authority over consultants, contractors, and sub-contractors who are performing work for the City.
  • May be required to exercise supervisory authority over other office or clerical personnel.
