Definition

The City of Norwalk’s Communications and Public Affairs department is currently seeking a highly experienced and versatile individual to become a part of their team. The position is for a Senior Production Supervisor responsible for leading and participating in the production and programming of multimedia content for the City. As a Senior Production Supervisor, the chosen candidate will manage the City’s cable television station and be expected to develop and produce high-quality videos for various purposes, including governmental, instructional, training, and promotional uses. They will ensure that the team delivers creative, technically proficient, and timely productions while fostering a cohesive work environment. The ideal candidate should possess excellent management and editing skills using the latest industry tools and techniques. This role will also oversee the development and implementation of multimedia production, including cable television programming for municipal and public access channels, while also managing the archival process of multimedia files. The Senior Production Supervisor will also create promotional and training videos in appropriate formats best suited for distribution channels.

Essential Duties

Essential duties may include, but are not limited to, the following:

Supervises and directs remote and studio productions; coordinates crew and talent for video productions; coordinates set-up, lighting, audio, and video equipment for television production.

Directs production crew and consults with clients on subject material, script development, audio and lighting requirements, shooting locations and equipment required; assists with instructional design and development issues; approves scripts and script outlines for future productions.

Designs and produces graphics for video production, including capture images from live video or stills, and develops graphics using computer graphics programs.

Performs production tasks such as, selecting site for shooting, checking site for power availability and accessibility, determining lighting requirements, transporting equipment to site, and setting up props.

Operates video cameras, determines shot composition and adjusts equipment for panning, tilting, trucking, dollying, zooming and focusing on subjects; operates audio equipment, monitors microphone sound levels during production and makes adjustments to ensure voice quality.

Edits and approves raw video footage.

Performs routine maintenance and troubleshooting on all video, audio and computer equipment

used in the production studio or in the field.

Schedules programming to be shown on online platforms, government and public access channels.

Maintains broadcast standards by analyzing and adjusting equipment, such as utilizing test generators, waveform monitors, vectorscopes, digital meters, and relevant equipment.

Maintains orderly records and files of videos in physical and digital libraries. Other duties as apply.

Qualification Guidelines

Knowledge, Skills, and Abilities

Knowledge of: camera setup, audio signal measurement, non-linear editing systems, video switchers, routing equipment, studio and remote lighting, computer graphics, and multimedia software, such as Adobe Premiere Pro, After Effects, or Final Cut Pro; cable television broadcast standards; organizational and project management skills; new and emerging digital production and post-production techniques; FCC broadcast regulations and cable rules; broadcast production techniques for directing, editing, camera, audio, and graphics.

Ability to: edit raw and post-produced videos using the latest software and equipment; learn and understand public access standards and cable television franchise agreements and related ordinances; Use YouTube and other social media analytics to guide a team; adjust and synchronize video equipment; understand and use waveform monitors and vectorscopes; create a complete, coherent program from unscripted footage; coordinate resources to develop and produce quality videos; operate and maintain audio, video, computer, and related electronic equipment; communicate effectively, both orally and in writing; develop and maintain effective working relationships with direct reports and other employees; meet deadlines and work on multiple projects simultaneously.

Education and Experience

Any combination which would provide the required knowledge and abilities. A typical combination would be: Bachelor’s Degree in media production, radio/television, Communications, or a related field; and at least three years of progressively responsible experience leading a production team, producing media, filming/editing in a broadcast, corporate or educational environment, including demonstrated experience in scriptwriting and video production.

Required Licenses and Certificates

Possession of or ability to obtain an appropriate California driver’s license and a satisfactory driving record is required.

Benefits for General Unit Employees

Retirement: Membership in the Public Employee’s Retirement System (PERS) is as follows: Employees hired after January 1, 2013 who are new to Cal-PERS, or are returning members with a break in service greater than six months, will be enrolled into the 2% @ 62 retirement plan formula and will be required to pay up to 50% of the “normal costs” currently 7.25%). Returning members with a break in service less than six months may be enrolled into the 2% @ 55 retirement plan formula and will be required to pay 7% of their reportable compensation (employee contribution), if eligible. Furthermore as a result of PEPRA, CalPERS will take into account prior service at a reciprocal retirement system (or system that has similar agreements with CalPERS, such as CalSTRS) when determining your benefit formula when you enter membership with a CalPERS employer.

Paid Holidays: The City currently observes ten holidays plus two floating holidays.

Vacation Leave: Eighty hours per year after completion of one year; 120 hours per year after completion of 5 years; 160 hours per year after completion of ten years or more.

Sick Leave: Credit for sick leave with pay shall accrue at the rate of (8) hours for each calendar month of service. A 3,000 hour Hourly Unit employee who is hired to a full-time position, shall have the right to use any previously earned sick leave while serving their probationary period in the new promotional classification. However, the probationary period will be extended by the amount of time used.

Medical Plan: Each employee has a choice of insurance plans offered through the California Public Employees’ Retirement System (CalPERS). The City currently pays the monthly premium cost up to $1,600.

Dental Insurance: Covered through Delta Dental Plan. The City pays 100% of the premium for employee plus dependents.

Vision Insurance: Covered through Vision Services Program (VSP). The City pays 100% of the premium for employee plus dependents.

Group Life Insurance Plan: Life insurance is provided at no cost to the employee. The City provides $5,000 term insurance to employees with less than 5 years of service. Effective the first month following completion of 5 years continuous service, employees are covered with insurance equal to one and one-half times their annual salary.

Voluntary Insurance Plans: Optional Supplemental Life, Short Term Disability, Hospitalization, Accident, and Cancer insurance policies are available at the employee’s cost.

Long Term Disability Insurance: The City pays 100% of the insurance plan.

Deferred Compensation: Option plan available at employee’s cost.

A Six Month Probationary Period: Must be satisfactorily served by each employee before he/she is considered for permanent employment.
