Department Overview
Gas Operations is focused on ensuring the safe and reliable flow of natural gas to our customers. As a whole, Gas Operations is responsible for all aspects of PG&E’s gas distribution and transmission operations, including planning, engineering, maintenance and construction, restoration and emergency response. The Gas Data Management team works closely with partners across Gas Operations and the Enterprise to collaboratively and strategically support critical data elements, the creation of metadata and the supporting materials that enable informed use of data resources.

Position Summary
The Program Manager’s primary function is responsible for understanding business challenges, drive projects and bringing value to the organization. The Program Manager will manage data quality projects and eliminate discrepancies across the portfolio and help install effective controls that prevent project over-runs and monitor data quality. Additionally, the Program Manager will:

  • Document requirements, define scope and objectives and formulate systems to parallel overall business strategies.
  • Lead the development of processes to improve data quality, sets goals, standards, processes, reporting and technology around data management.
  • Address highly critical and impactful Gas Operations data quality issues though the support of Stewardship Program
  • Must have the business experience to understand how data is utilized within the company and the ability to communicate with others and convey data and information needs.
  • Lead collaboration with internal Subject Matter Experts, Technology, Risk Management and teams across the portfolio to deliver results. In addition, this lead may interact directly with regulators from time to time
  • Management to wide-ranging issues and assignments.
  • May lead project teams.

The role requires significant experience in dealing with all levels of management in highly complex organizational dynamic requiring adaptability, boldness, and creative forward thinking.

Position will require up to 10% of travel time in work schedule per month.

This position is hybrid, working from your remote office and your assigned work location based on business need. The assigned work location will be within the PG&E Service Territory.

Incumbent should expect to travel to San Ramon, CA for projects, meetings, trainings, etc.

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.

A reasonable salary range is:

Bay Area Minimum:$122,000

Bay Area Maximum:$194,000

This job is also eligible to participate in PG&E’s discretionary incentive compensation programs.

Qualifications-

Minimum:

  • Bachelor’s degree or equivalent experience
  • 7 years’ total related experience
  • SAP experience
  • Project or program management
  • Experience managing capital or expense budgets

Desired:

  • Lean Six Sigma Certification
  • PMP Certification or equivalent work experience with demonstrated success
  • Team leadership and collaboration skills.
  • Advanced reporting knowledge and experience with multiple reporting tools
  • Proficiency in Microsoft Office, Project, Visio or similar software
  • Broad knowledge of different analytical methods, approaches and tactics

Responsibilities
• Applies expert knowledge of Program Management to wide-ranging issues and assignments. Works independently with guidance on only the most complex issues. May lead project teams.
• May design and develop new programs under a larger umbrella of goals and initiatives.
• Manages programs that are cross departmental, complex and have a significant impact on the line of business. Leads development of plans to achieve program goals.
• Provides standardized regular reports, along with custom, ad-hoc reports for review at the program level. May supports divisions with reporting for operational metrics to provide intelligence on performance trends. Develops and delivers presentation to leaders regarding the program progress toward goals.
• Plans and forecasts work to be completed as part of the program. Monitors and ensures closure/completion of projects and/or other program maintenance & construction work orders. Identifies issues and develops solutions. Presents recommendations and implementation plan to leadership for approval.
• Performs trend analysis to identify cost drivers and develop and execute mitigation plans to improve business results. Manages capital and expense spending to ensure work identified in the program plan is completed and productivity cost targets are achieved. Reviews cost monitoring systems to ensure that adequate controls are in place to uncover and correct erroneous charges.
• Negotiates and sets productivity and unit cost targets. Prepares accurate forecasts, monitors spending, and develops and presents variance explanations. Develops business case for budget and/or additional funding during the year. Works closely with peers and leaders in line of business to ensure financial targets are understood and achieved.
• Leads partner organizations to develop and implement improved processes, best practices, controls and procedures to improve efficiencies, compliance and customer satisfaction and reduce cost.
• May work with other project or program managers or peers in other departments or regions to reschedule work, re-allocate funds and explore other means to achieve financial and productivity goals.
• Represents the program as a subject matter expert and stakeholder on process improvement teams, regulatory filings, and various stakeholder groups. May support the GRC witness with testimony development and data request response support.
• May develop new policies and all relevant processes, infrastructure, documentation, tools, etc. to support a new program. Develops tools for tracking and control.
• Develops communication and training plans. Ensures target audience is fully educated in the purpose of the program and the proper processes and requirements to follow. Ensures compliance with the program.
• Ensures regulatory compliance with the program.
• Provide leadership or work direction to lower level peers.
• Supervisor responsibility- May lead work teams or groups, no official direct reports.
