Definition
Under general supervision of the Network Supervisor, performs local and wide area network (LAN/WAN) configuration, administration and maintenance duties. This job class is treated as FLSA exempt. This is a driving position.

Examples of Tasks
1. Mentoring: Mentors Network Level I & II staff so they attain the technical skills and customer service skills along with experience necessary to perform independently and attain further career progression goals.
2. Supervision:Assists with the routine supervision of assigned Network I & II staff.
- Prioritizes and coordinates staff workflow and provides training and assistance as needed.
- Prepares input to be given on EPARs for assigned staff that are reviewed and approved by the supervisor.
- Assist with ticket queue management and distributes tickets to other network staff as appropriate.
- Acts as a single point of contact when Network Supervisor is unavailable.
3. Leadership: Provides senior technical leadership to IT, including the future direction of enterprise systems, determining how that guidance will impact the enterprise and how current and future systems can be best utilized for the benefit of the Community.
- Recommends IT Network related Best Business Practices for network support services and helps develop network support services to support the needs of the Tribal Government
- Provide valued input into the budget and scheduling processes to help shape and prioritize the workload of the Network team.
4. Network Design: Designs and coordinates changes to the Local Area Network (LAN)/Wide Area Network (WAN), Internet Protocol (IP) and includes working with the Community’s Telecommunications Company and outside contractors.
- Designs and coordinates necessary changes to the TCP/IP structure that includes, among others, sub-netting, Voice-Over-IP (VoIP), Virtual LAN, and Dynamic Host Configuration Protocol (DHCP).
- Responsible for the design for all Layer-2 and Layer-3 protocols used on the network, such as Spanning-Tree, EIGRP, BGP, etc.
5. Network Support: Provides advanced level network support for the LAN/WAN, Router and Firewall. Resolves LAN, Router and Firewall issues.
- Obtains assistance from onsite consulting support and telephone support services as needed.
- Responsible for the maintenance for all Layer-2 and Layer-3 protocols used on the network, such as Spanning-Tree, EIGRP, BGP, etc.
6. Network LAN & WAN Monitoring: Monitors the network using the HP Internet Advisor and other network monitoring tools. Implements preventative measures to ensure network “Up-Time”.
7. Security Firewalls: Responsible for the “Up-Time” of the network firewall infrastructure.
- Modifies the settings/configuration of, or oversees, certificate management and system administration duties.
- Modifies the settings/configuration of, or oversees, firewall configuration as needed to support new user needs while not compromising the security of the network.
- Maintains the Firewall service patches/version upgrades and manage annual software support contract.
- Works with the IT Cyber Security team to define, and ensure adherence to, the policy and procedures for firewalls.
8. Network Load Balancing Technology: Responsible for the “Up-Time” of the network load balancing infrastructure.
- Modifies the settings/configuration of, or oversees, certificate management and system administration duties; including patches/version upgrades and manage annual software support contract
- Modifies the settings/configuration of, or oversees, configuration as needed to support application requirements.
9. Installation and Support of Software Defined Networking (SDN) Technologies:
- Designs and coordinates changes to the Network configurations within these technologies.
10. Contract and Purchasing Management: Writes technical requirements for Request for Proposal (RFP) and Request for Information (RFI) and assembles such documents and packages for review.
- Works with the Purchasing Division to qualify and select vendor(s) through the competitive bid process.
- Responsible for monitoring the contract from its inception to closure each fiscal year, including the entire bid process and contract performance monitoring.
11. Project Management: Assumes network related project management duties as assigned on an as-needed basis.
- Coordinates activities of IT staff and outside venders to ensure project completion.
- Keeps updated project schedules and budget status for all assigned projects.
- Completes required reports and delivers timely to IT management.
12. Miscellaneous: Performs other job related tasks as assigned by the Network Supervisor, Infrastructure Manager, Assistant IT Director (Infrastructure & Operations) or IT Director.
Knowledge, Skills, Abilities and Other Characteristics:
- Knowledge of the history, culture, laws, ordinances, customs and traditions of the SRPMIC.

- Advanced knowledge of LANs/WANs, routers and firewalls.
- Advanced knowledge of TPC/IP structures, VoIP, VLAN, DHCP and WINS
- Advanced knowledge of Cisco routers and switches and SDN technologies.
- Advanced knowledge of next-generation network security firewalls.
- Advanced knowledge of network load balancing technologies.
- Advanced knowledge of Ethernet packet capture analysis and troubleshooting
- Knowledge of the RFP/RFI process.
- Knowledge of IT and network Best Practices.
- Proven skill developing IT Department network standards, policies, practices and procedures.
- Proven skill interfacing at all staff levels and providing effective verbal and written communication.
- Proven skill mentoring peers and junior staff members
- Proven Skill managing medium to large network projects.
- Ability to diagnose and respond to network security issues in an accurate, timely and thorough manner.
- Ability to effectively manage simultaneous network issues.
- Ability to effectively manage network related change and requirements gathering in a fast-paced, high-demand work environment.
Minimum Qualifications
Education: A Bachelor’s degree from an accredited college or university in Information Systems, Management Information Systems, Computer Science, Engineering or related discipline. (Other combinations of experience and education that meet the minimum requirements may be substituted for a four-year degree).
Experience:
- 4 years direct work experience managing an enterprise-class network.
- 4 years demonstrated expertise experience performing most of the following tasks:
1. Network Hardware selection and implementation.
2. Installation and Support of Software Defined Networking:
3. Managing Controller based or cloud managed wireless infrastructure.
4. Network Design (LAN/MAN/WAN and extensive IP):
5. Provide Level III support of networking problems (router, switch and firewall outages)
6. Next Generation Firewall support. Preferably CheckPoint Firewall
7. Network LAN & WAN monitoring and alerting via software management tools.
Equivalency: Equivalent combinations of education and experience that will allow the applicant to satisfactorily perform the duties of the job may be considered.

Special Requirements
Special Requirements: May be required to work beyond normal work hours including nights, weekends and holidays.

- Required to participate in the “on-call” staffing rotation.
- May be required to complete a Salt River Police Department (SRPD) background check and polygraph examination.
- May be required to receive and maintain a SRPMIC Community Regulatory License and State Certification (ADOG).
- May be required to qualify for AZ DPS Level I Fingerprint Clearance Card.
