Position Overview

Siemens Government Affairs promotes the company’s interests and influences policies and outcomes at the federal level that impact Siemens’ reputation, financial position, and ability to operate. As a member of the U.S. Government Affairs federal team, the Senior Manager will help shape the company’s public policy positions and design and execute government affairs strategies to realize objectives in the areas of infrastructure and transportation. The role includes proactive identification of political, legislative, and regulatory risks and opportunities. The Senior Manager will be responsible for working with subject matter and business experts to develop policies, implement federal stakeholder management across the executive and legislative branches of government, and drive Siemens engagement with trade and industry associations. The position will work to ensure Siemens businesses stay up to date on critical and emerging federal government activities, annual budget, and appropriation processes, advocate for infrastructure grant funding programs, provide summaries of proposed or passed legislation and regulation and provide analysis including impacts to Siemens.

You’ll make an impact by:
- Monitor and analyze emerging regulatory and legislative issues at the federal level relevant to Siemens businesses.
- Exercise strong judgment on complex topics at the intersection of business and government to develop and execute legislative and regulatory strategies to benefit the company’s interests and defend against or mitigate harmful government proposals.
- Manage projects for rail and infrastructure businesses including appropriations, grant monitoring, select supply chain topics, and federal funding implementation.
- Effectively influence government policy to help increase demand for Siemens businesses. Establish and grow relationships with targeted stakeholders and policymakers across the executive, legislative, and regulatory branches of the federal government and trade associations to advance Siemens’ legislative agenda in support of business priorities. Help to manage the company’s high-level, complex, challenging, or critical government relationships at the federal level.
- Assist with advocating and advancing positions on target legislation with the capability to represent the company on specific issues, this includes opportunities for policy thought leadership, and driving policy from ideas to enacted legislation.
- Leverage relevant industry/ subject matter expertise to guide legislative priorities for Siemens (infrastructure/rail/manufacturing/supply chain).
- Work across Siemens businesses and internal functions (communications, legal, supply chain compliance, HR, etc.) to effectively design and execute federal government affairs initiatives.
- Understand business priorities, growth opportunities, and potential risks to inform business and policy objectives in target industries and sectors.
- Manage and coordinate external advocacy efforts, outreach programs, and key initiatives in concert with Siemens business objectives at the federal level. Develop and execute political programs, grassroots/grass tops, and advocacy/thought leadership initiatives.
- Represent the company’s position on legislation and policies to governments, industry/trade, and business/civic organizations.
- Seek out opportunities to access public funding in support of business interests (i.e., government incentives, procurements, research, P3s). Support public and private sector opportunities, as well as support private sector work that requires government approvals (i.e., planning, zoning).
- Deliver political and policy intel, research, and analysis.
- Secure and support elected official site visits and meetings in the U.S.

Basic Qualifications, Education, and Experience:
- 6+ years of public policy experience, including experience at the State or local government level, U.S. legislative or executive branch, and corporate government affairs.
- Legally authorized to work in the United States on a continual and permanent basis without company sponsorship.
- BA or BS degree required.
Preferred Qualifications:
- JD, MBA, or advanced degree in an applicable field preferred.
- Experience on congressional committees or member offices of relevance to infrastructure and rail a plus.
- Direct experience in successfully advancing rail and or infrastructure policy.
- Understanding of rail and climate/infrastructure policies in the Bipartisan Infrastructure Law and Inflation Reduction Act.
- Demonstrated ability to develop strategic political solutions to complex and critical problems.
- Experience advocating for public policy issues relating to building and infrastructure design and construction, and advanced manufacturing.
- Successful record of managing complex federal public policy analysis and advocacy strategies, including policy communications with senior government officials.
- Strong desire to tackle complex issues, build stakeholder coalitions, and the ability to engage and influence internal senior executives and high-level government officials.
- Utilizes expertise and existing relationships at the federal level, as well as across key infrastructure/mobility industries to assist Siemens in moving key business initiatives forward.
- Willingness to learn new skill sets and to work in a collaborative team environment.
- Utilizes working knowledge of relevant national policy and government affairs issues related to Siemens’ business to proactively identify emerging issues and develop policy and government affairs strategies and messaging.
- Demonstrated expertise in communicating complex, technical or policy issues to diverse, non-technical audiences.
- Ability to successfully lead cross-functional internal/external stakeholder groups utilizing strong organizational skillset to drive and lead complex campaigns and projects.
- Strong writing and public speaking skills to communicate company positions on complex topics.

The pay range for this position is $95,700-$164,100 and the annual incentive target is 10% of the base salary. The actual wage offered may be lower or higher depending on budget and candidate experience, knowledge, skills, qualifications, and premium geographic location.
