Senior Civil Engineer – Track Emphasis

Salary range is $70k to $165k, with a midpoint of $115k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:Under general direction, performs advanced senior level professional engineering duties to support the Agency’s capital projects and operational needs. Provides technical and senior level engineering support to project directors and managers to support capital projects and operation requests. Oversees a full range of engineering duties performed by staff and consultants to ensure conformance with the agency standards.

ESSENTIAL FUNCTIONS:The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Provides senior level engineering support and oversight throughout the planning, design, and construction phases of capital projects to ensure projects are meeting the agency’s standards. Support includes, but is not limited to design reviews, construction submittal reviews, engineering analysis, alternative reviews, etc.
  • Represents Sound Transit on complex engineering related matters with local jurisdictions, consultants, management, contractors, and others. Responds to questions and inquiries as needed.
  • Develops, maintains, and implements Sound Transit’s technical requirements in collaboration with others. This includes, but is not limited to design criteria, standard specifications, and drawings. May be required to sign and seal technical requirements.
  • Maintains awareness of new trends and developments in the fields related to area of assignment and recommends changes where appropriate.
  • Ensures processes, policies, and practices are interpreted and applied consistently and effectively.
  • Leads elements of design including management of consultant or third party contacts.
  • Provides support to the department/division on other matters as directed.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor’s Degree in Civil Engineering and five years of experience in the area of civil engineering, preferably in a rail or transit related environment; or an equivalent combination of education and experience. Two years of design lead experience is preferred.

Required Licenses or Certifications:

  • Professional Civil Engineer License issued by the State of Washington.

Required Knowledge and Skills:

  • Advanced understanding of principles and practices of civil engineering.
  • Advanced understanding of Federal, State, and local codes and regulations.
  • Understanding of procurement and contract management principles.
  • Understanding of project management principles.
  • Ability to work independently and demonstrating effective time management skills.
  • Ability to utilize personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
  • Ability to collaborate with others and establish and maintain effective working relationships.
  • Strong oral and written communication skills to effectively and accurately convey complex technical information to others.
  • Preparing, reviewing, interpreting, analyzing, and modifying complex engineering plans, drawings, specifications, contract documents, and engineering reports for conformance to professional standards and approved budgets.

Physical Demands / Work Environment:

  • Work is performed in a standard office environment; however, some field investigation may be required.
  • May occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, and extreme noise when conducting site visits and working in the field.
