As part of the Communications & Community Relations team and working closely with the Los Angeles Refinery Leadership Team, the Senior Advisor, Field Communications reports to the Director, Field Communications (Western Region) and is responsible for protecting, enhancing and promoting the image of the Los Angeles Refinery and related businesses in the community and region.

This position is responsible, in accordance with established procedures and precedents, for preparing and disseminating information to Phillips 66 Los Angeles Refinery employees, news media and the public. The successful candidate will possess strong social and communications skills necessary to inform and influence various audiences, including news media, the public, local government agencies and elected officials.

Responsibilities may include:

  • Demonstrating a commitment to workplace safety, the health of employees and contractors and to environmental sustainability through personal engagement and effective communications
  • Serving as the refinery point of contact/spokesperson for media inquiries, and fulfilling the Phillips 66 public information officer role for emergencies and other crises
  • Developing and/or executing communications strategies and content that engage employees and contractors and advance site and company messaging through the use of various platforms, including the Los Angeles Refinery’s digital channels
  • Managing local philanthropic/charitable contributions and volunteerism events in support of Social Impact efforts
  • Identifying opportunities for new community investments, and/or develops innovative concepts to enhance reputation with community stakeholders that locally differentiates Phillips 66 in the Wilmington and Carson areas
  • Maintaining a general understanding of local and state government processes, statues and laws where applicable to the position, as well as being compliant with training needed for the position as dictated by states and local laws
  • Keeping refinery leadership briefed on significant community news and external issues with the potential to impact the local business units or company
  • Maintaining and promoting relationships with local elected officials and monitoring and engaging in local government issues that may influence refinery business
  • Collaborating with the Phillips 66 State Government Affairs Manager by tracking and engaging in state legislative activities and bills that may influence refinery business, recruiting refinery personnel participation as appropriate
  • Collaborating with the Phillips 66 State Government Affairs Manager by identifying and supporting local and state election candidates who will advocate for refinery business
  • Providing refinery employees information on elections and candidates; advocating and supporting activities for employee recruitment and involvement in corporate PAC66
  • Maintaining an understanding of Phillips 66’s business operations, goals and objectives to help shape communications and engagement strategies
  • Building positive and cooperative relationships with elected officials, state and local agency officials, and community leaders and neighbors by specifically:
  • Planning and facilitating regular community advisory panel meetings
  • Planning, executing, and tracking refinery’s local and corporate charitable contributions budget
  • Promoting a positive business and workplace with communications to employees, the company and community through production of digital and printed content, and organizing refinery tours and visits
  • Ensuring the monitoring and updating of social media platforms with refinery activities
  • Responding to community inquiries, comments, and/or complaints; managing and updating the refinery’s community information line/channels as needed
  • Developing and implementing community relations plans
  • Representing the company on key boards, civic groups, and industry related associations. Advocates on behalf of Phillips 66 and company objectives.
  • Representing the company at local non-profit organizations and agencies by:
  • Serving on the board of at least one local/statewide organization
  • Actively engaging and fostering support from employees to volunteer at company-sponsored events

Basic/Required Qualifications:

  • Legally authorized to work in the United States
  • Bachelor’s degree
  • Minimum 5 years of experience working with community and elected officials
  • Minimum 3 years of experience counseling senior management on internal and external communications issues
  • Minimum 3 years of experience building relationships with local and state legislators and regulators, and advocating for a company’s position on proposed ordinances, laws or regulations
  • Excellent knowledge, understanding and skills related to media relations, internal/employee communications and community relations
  • Demonstrated ability to manage and deliver projects with tight deadlines
  • Demonstrated ability to take complex concepts and translate them into simple narratives
  • Demonstrated ability to handle business-sensitive information with extreme discretion
  • Willing and able to perform and comply with following:
  • Travel 25 – 30% of the time, mostly within the Greater Los Angeles Area
  • Work extended hours, which may include evenings, weekends and holidays
  • Respond to refinery emergencies during off-hours
  • Wear fire-retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection)
  • Possess a valid driver’s license
  • Willing and able to obtain a Transportation Worker Identification Card (TWIC).

Preferred Qualifications:

  • Bachelor’s degree in Public Relations, Political Science or Communications
  • 10 or more years of experience in the oil and gas industry
  • 10 or more years of experience working with community and elected officials
  • Experience as a public information and/or liaison officer in an Incident Command System structure
  • Southern California resident familiar with political and social environment in the region
  • Strong business acumen and understanding of business value
  • Experience drafting, editing and producing internal and external publications as well as public presentations
  • Proficient in social media management and messaging
  • Excellent verbal and written communication skills, even in crisis situations
  • Ability to influence, network and deliver on commitments
  • Strong internal and external networking and people interaction skills
  • Experience with coordinating events
  • Ability to independently produce and implement public affairs plans and strategies
  • Bilingual (Spanish).

The pay range for this role is $108,000 – $155,000 depending on a candidate’s relevant work experience and education.
