The NYC Department of Buildings is responsible for ensuring the safe and lawful use of buildings and properties by enforcing the NYC Construction Codes, Energy Code and Zoning Resolution. Reporting to the Deputy Commissioner for Enforcement, the Senior Advisor, Enforcement Operations will be responsible for advancing the Deputy Commissioner’s priorities within the bureau and advising the Deputy Commissioner on inspection operations, with a particular focus on the coordination between multiple units as well as identifying opportunities to streamline Agency operations.
The Senior Advisor will:
– Participates at the executive level in planning and promulgating new programs to improve performance standards and to meet departmental objectives.
– Plans, directs, and coordinates activities of inspectors to improve qualitative work performance standards. Work with the Inspection Quality Assurance division to implement quality control procedures across the Enforcement bureau.
– Manage a program to develop entry-level Assistant Inspectors and evaluate their readiness to become Inspectors. Collaborate with Buildings University on inspection training.
– Ensure high quality communication among staff, including developing and sharing agendas for staff meetings with input from the leadership team.
– Work in close collaboration with the Assistant Commissioners, Executive Engineers, and Directors to assure efficient planning and monitoring of enforcement operations.
– Provide oversight of strategic enforcement initiatives.
– Makes recommendations for changes in law where existing laws are not current or are inadequate. Makes recommendations for new legislation where required.
– Serves as a technical consultant to executive staff and inspectors in the planning, promulgation, and evaluation of new inspectorial programs and in the preparation of directives to achieve departmental objectives.
– Serves as liaison between the executive office and development and enforcement offices on inspectorial and enforcement matters, procedures, and staffing. Coordinate with leadership to monitor and strengthen effectiveness of enforcement inspection strategies.
– Provide statistical analysis and recommendations for pro-active strategies as required.
– Coordinate information gathering on major incidents and brief senior staff as required.
– Collaborate with Senior Advisor, Enforcement Programs on all aspects of Bureau budget planning and tracking, contracts, development of new needs, staffing, and Local Law 63 compliance, as well as other coordination with Finance & Administration and Human Resources.
– Develop protocols for routinely briefing the Deputy Commissioner in preparation for internal and external meetings. Attend meetings to track and follow-up on key action items.
– Represent the Deputy Commissioner at meetings and events as needed.
– Ensure calendar prioritizes key initiatives and activities.
– Testifies as needed, including at Environmental Control Board (ECB), depositions, and court.
– Maintains records and makes reports. Prepares and delivers status reports to senior staff.
– Issues violations and stop work orders as necessary.
Minimum Qual Requirements
1. Seven years of full-time satisfactory experience working at a construction trade or working as an inspector of construction, hoists and rigging, plumbing, boilers, or elevators; at least 18 months of which must have been in a managerial or administrative capacity; or
2. At least two years of experience, as described in “1” above, at least 18 months of which must have been in a managerial or administrative capacity, and a license as a professional engineer or registered architect issued pursuant to the education law; or
3. Education and/or experience which is equivalent to 1 above. All candidates must have at least 2 years of experience as described in “1” above, at least 18 months of which must have been in a managerial or administrative capacity. One year of experience will be credited for each year of apprenticeship in the construction trades or building inspection up to a maximum of three years of the general experience. Education towards a degree in architecture, architectural technology, construction management, engineering, engineering technology, or a related field from an accredited college or university will be credited on the basis of 30 credits for one year of experience, up to a maximum of four years of the general experience. One year of experience will be credited for each year of formal training or education in a field of study relevant to the construction trades up to a maximum of two years of the general experience.
Preferred Skills
– Extensive knowledge of inspection procedures, NYC Construction Codes, Zoning Resolution, and other applicable laws and rules under the jurisdiction of the Department of Buildings
– Excellent written and verbal communication, organizational, managerial, and leadership skills
– Detail-oriented
– Proficiency with Microsoft Outlook, Word, Excel, and PowerPoint
– Familiarity with BSMART, DOB Analytics, BIS, DOB Now, and other DOB systems
– Knowledge of Citywide Incident Management System (CIMS)/National Incident Management System (NIMS)
