Mission:

It is the mission of the South Carolina Department of Juvenile Justice (DJJ) to impact and transform young lives, strengthen families, and support safer communities through targeted prevention and rehabilitation.

Job Purpose:
Under the general supervision of the agency’s General Counsel, coordinates, directs and manages DJJ’s Release Authority. Responsible for the planning, development, monitoring, and analysis of the Release Authority process for DJJ. Provides leadership to, management of, and training on DJJ’s Release Authority program and conducts reviews and hearings to determine when offenders should be released from or returned to DJJ custody.
Job Responsibilities:

Establishes a Release Authority file on newly committed youth and prepares written reports, case findings, and recommendation summaries to Release Authority panel members on a scheduled basis and/or oversees the establishment and preparation of such.

Manages, schedules, and conducts assessments and hearings to determine if youth should be released.

Prepares, reviews, and communicates Release Authority decisions to youth, parents/guardians, victims, case workers, etc, and/or oversees such functions.

Prepares, reviews, and discusses with General Counsel all complex or atypical Release Authority cases and all proposed revocations of release.

Maintains and secures any audio, computer, and written records and files of the Release Authority.

Develops and recommends Release Authority policy and procedure changes to General Counsel; coordinates and/or conducts Release Authority training for panel members, agency employees, other agencies, and/or private providers; prepares and maintains updated standard operating procedures for the release process; maintains monthly and yearly data on Release Authority functions.

Oversees, supervises, and evaluates the Release Authority Coordinator; assigns caseloads; reviews work product; conducts performance evaluations; approves leave; and takes appropriate disciplinary action as necessary.

Performs other related duties as assigned.

Minimum and Additional Requirements

State Requirements:

A bachelor’s degree and relevant program experience.

Additional Requirements:
Considerable knowledge of SCDJJ policies and procedures; the ability to plan, organize, and maintain confidentiality; exercise good judgment and discretion.

Computer and word processing skills are required.

Knowledge of SC laws related to the juvenile justice system and the process whereby youth are released from commitment status.

Demonstrate the ability to interpret DJJ’s criminal histories, understand case management, and assess a youth’s special needs and process toward meeting treatment and behavioral goals.

Must be cognizant of both offender and victim’s rights.

Annual performance evaluation will be conducted by Supervisor with informal and formal conferences as needed.

Manages travel as needed to sites throughout the state to meet with juveniles, conduct training, and prepare release reports.

Mandatory release assessments and panel hearings are held on a scheduled basis each month.

It may include sitting for prolonged periods of time and requires lifting up to 10 pounds.

The position requires interactions with committed and paroled youth.

The manager functions under supervision from DJJ’s General Counsel.

This position performs job duties relating to the custody, control, transportation, or recapture of youth within the jurisdiction of the South Carolina Department of Juvenile Justice (SCDJJ), and the employee may have direct and indirect contact with youth within the jurisdiction of SCDJJ. Training applicable to these duties will be provided.

Preferred Qualifications
Agency Requirements:
A bachelor’s degree in behavioral sciences with five (5) years of experience in juvenile justice, mental health, or social services system. Must have significant knowledge of and/or expertise with the juvenile conditional release/parole process. Must be able to manage a caseload and communicate effectively in verbal and written formats. Must demonstrate an ability to provide leadership, be an effective manager, and develop/conduct training and presentations.
