Position Information
This employee will be hired at either the full-performance or entry/trainee level depending on qualifications.

The (DMF) is seeking a Real Estate Appraiser for the Office of Real Estate Assessment Division. This employee will work on a team responsible for developing and defending annual assessments of residential real estate throughout Arlington County utilizing Direct Sales Comparison, Income, and Cost Approach to valuation.

The Real Estate Appraiser at the full performance level is responsible for actively managing a residential mass appraisal assignment throughout the year which includes, defending assessments before the Board of Equalization, collecting data in the field, inspecting all new construction and permit work within assigned trend area, assisting the public with questions and explaining policies.

The entry/trainee level Appraiser will be responsible for working under the Supervisor and other Appraisers to learn processes, procedures and software required to conduct and maintain a residential mass appraisal assignment and actively participate in managing their own mass appraisal assignment

Specific duties include:

  • Analyzing and reviewing data to identify, and quantify characteristics that might affect assessments;
  • Reviewing and interpreting deeds and plats to identify inventory of residential single family and townhomes, as well as identify ownership;
  • Analyzing and reviewing permits, plans, deeds, and market sales data;
  • Using Computer-Assisted Mass Appraisal and Mobile Assessor software to collect, input, analyze and retrieve appraisal data and make recommendations for valuation;
  • Reviewing assessment appeals both administratively and presenting before the Board of Equalization (BOE);
  • Serving as a resource and/or technical advisor to property owners, appraisers and the BOE on real estate appraisal methods, policies, process, values, and assessment data; and
  • Providing real estate assessment information to the public verbally or by written correspondence in the field, over the phone or in person at the County office.

Selection Criteria
Minimums:

Full Performance:

  • Bachelor’s degree in Real Estate, Business, or related field and
  • 2 year’s of experience in real estate appraisal including experience appraising properties for tax assessment purposes.

Entry/trainee Level:

  • Bachelor’s degree in Real Estate, Business, Communication, Public Service or a related field

Substitution: Additional experience in real estate appraisal may substitute for the education requirement on a year-for-year basis.

Desirable: Preference may be given to applicants with one or more of the following:

  • Experience explaining real estate assessment policies and/or procedures;
  • Skill in using Excel, dBase, Word, Access or similar software;
  • Experience working remotely utilizing Microsoft Teams;
  • Real Estate Appraisal designation from IAAO or similar professional organization;
  • Virginia Appraisal license;
  • Experience collecting and analyzing technical data;
  • Experience with CAMA software and mass appraisal;
  • Experience or training in providing technical information to the public verbally or by written correspondence; and/or
  • Real Estate experience.

Special Requirements
Employee will be required to operate a County vehicle to perform assigned duties at locations other than the primary worksite. Applicant must possess, or obtain by time of appointment, a valid motor vehicle operator’s license from the applicant’s place of residence or be willing to use alternative means of transportation. The applicant must provide or authorize Arlington County to obtain, or the applicant must provide a copy of the applicant’s official state/district driving record. Any offer of employment will be contingent upon favorable review of the applicants driving record.

Additional Information
This position is part of an alternative pay program that includes career path and pay-for-performance elements and an extended salary ceiling. Entry level within the band is based on review of qualifications and experience. Pay potential will be based on performance and employee development.

This employee will be hired at either the full performance or entry/trainee level and depending on qualifications, a training period will be established. During the training period, the employee will receive assignments designed to prepare the employee for the full performance level.

Full Performance level is $66,830.40-$132,704.00 annually.
Entry-level is $53,372.80-$99,548.80 annually.

Normal work hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. This position is predominately virtual/remote; however, due to the nature of the work, weekly field visits of properties in Arlington County are required we well as occasional ADHOC onsite meetings, employees are expected to live within reasonable travel distance to Arlington County.

The Appraiser must have the ability to work remotely and be able to maintain a productive work schedule and manage one’s time and assignments in a flexible remote work environment. They must be able to meet the requirements of having days in the field for inspections of properties, days working remotely online and days in the office providing availability and coverage for the public.

Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:

Paid Leave: Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.

Health and Dental Insurance: Three group health insurance plans are offered – a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.

Life Insurance: A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee’s age and smoker/non-smoker status.

Retirement: The County offers three vehicles to help you prepare for retirement: a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457). The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County. You contribute a portion of your salary on a pre-tax basis to this plan. General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan.

For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan. The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit. New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Permanent, Part-Time Appointments:
Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.

Limited Term Appointments:
Benefits are the same as permanent appointments except that the employees do not achieve permanent status.

Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above. They are also eligible for vacation, sick leave, and paid holidays.

Temporary Seasonal and Occasional Appointments:
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
