General Description

The City of Albany is currently recruiting to fill a NEW Public Works Safety and Training Analyst position. This position oversees activities related to job safety, including related training and policy development, within the Public Works Department. Formulates, plans, develops, and carries out management’s interest in establishing and implementing Public Works safety policies, programs, and procedures while adhering to all applicable local, state, and federal safety requirements; and performs related work as required. This position will work with multiple divisions and/or program areas; is responsible for assisting the City Emergency Manager/Safety Officer with administering the department safety and training programs and exercise a high level of independence combined with professional judgment.

This position has no supervisory responsibilities; however, will schedule, direct, conduct, and monitor training and safety activities for department staff. This class works with general direction from a supervisor and assignments are provided by defining objectives, priorities and deadlines. The employee plans and carries out successive steps and resolves problems and deviations in accordance with instructions, policies, and accepted practices.

NOTE: This position is full benefits eligible. Out-of-pocket cost for medical, dental, and vision coverage is approx. $48/mo. for employee only coverage up to a max of $137/mo. for family coverage.
Essential Functions/Duties & Responsibilities
The duties listed are intended only as illustrative examples of the various types of work that may be performed by individuals in this classification. Any of the following duties may be performed.   1. Develops safety goals, objectives, policies, and priorities. Plans, organizes, develops, reviews and updates safety policies, guidelines, and standard operation procedures. Makes recommendations to management to address hazards and minimize risk exposure.
  2. Conducts safety inspections and audits for regulatory compliance with such agencies as Oregon OSHA. Provides recommendations concerning regulatory compliance issues.
  3. Compiles and analyzes data that is used to develop appropriate safety recommendations. Serves as an information resource and advisor for staff regarding safety concerns.
  4. Conducts job hazard analysis of various department functions for compliance with safety regulations, identifying safety hazards, training, and procedures for control measures to mitigate hazards.
  5. Reviews equipment operating procedures, technical specifications, and potential hazards for inclusion in safety and training programs.
  6. Develops, implements, coordinates, and manages department-wide training and safety activities. Participates and leads department safety committee meetings; and represents Public Works on city-wide safety committee.
  7. Tracks department accidents and incidents; leads staff discussion with an aim to promote a culture of incident prevention and risk mitigation; inquiries. Coordinates with other city departments (Human Resources, Finance, and City Safety Officer) on safety and risk initiatives.
  8. Prepares and presents safety training, orientation materials, or any other items such as manuals, videos, booklets, or instructional items for safety training. Develops and administers contracts for professional trainers, consultants, and contractors regarding training and safety issues.
  9. Establishes and maintains education, training, and activity files, prepare reports, and makes recommendations relative to safety policies and procedures. Advises staff about changes to certification and safety requirements to comply with applicable regulations.
  10. Ensures timeliness of OSHA required trainings such as: respiratory protection, lock-out tag-out, hazardous communication, proper PPE use, fall protection, bloodborne pathogens, confined space rescue, hearing protection, forklift, CPR, work zone traffic control, trenching and excavation, CDL, heat, wildfire smoke, and other similar required and applicable safety training.
  11. Attends training sessions and conferences as necessary to advance skills and keeps current on issues and practices in all areas of responsibility.
  12. Represents the City of Albany by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor. Regards everyone, internal and external, as a customer and deliver the best service possible in a respectful and patient manner.
  13. Works to create a high-performance work culture by demonstrating a positive attitude and modeling the City’s mission, vision, and values. Conducts self with high integrity, proactive in conserving City resources, and seeks and incorporates customer feedback for ongoing performance improvement.   14. Serves as a member of various City committees as assigned.
  15. Assists other staff in the performance of their duties as assigned and may provide training and orientation to new assigned personnel.
  16. Maintains regular job attendance and adherence to working hours; may be required to work after hours or weekends and holidays responding to emergencies.
  17. Adheres to appropriate attire, grooming, and hygiene standards established for the position.
  18. Operates a motor vehicle safely and legally.
  19. Performs other related duties as required/assigned.

Supervision/Lead Work Exercised
This is a non-supervisory position. Lead work/coordination of work of others is not a typical function assigned to this position. Incumbents in this position will provide training and orientation to newly assigned personnel.

Qualifications & Requirements
Education and Experience

An associate degree in safety, risk management, industrial hygiene, or related field; and three years of experience in public works or construction/utility industry, risk management, manufacturing, or worker safety and training; or an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities. Preference will be given to applicants with risk management certification.

Special Requirements

  1. Possession of or ability to obtain a valid Oregon driver’s license.
  2. An Associate Safety Professional (ASP) certification or Certified Instructional Trainer (CIT) certification within one year of job placement.
  3. Willing to obtain certifications to provide training as requested by the department.
  4. The individual shall not pose a direct threat to the health or safety of the individual or others in the workplace.

Knowledge, Skills, and Abilities:

Knowledge of: generally accepted safety practices and OSHA regulations; local, state and federal safety laws, regulations and protocols; safety/risk management in construction methods, municipal public works, and utility activities.

Skill in: the operation of standard office equipment, including copy and fax machines, multi-line telephone; operating computers for data entry, word processing, presentation software, and spreadsheet programs; and conducting training for municipal utility employees.

Ability to: design and present safety training; organize, plan, and administer safety programs; work safely; prioritize multiple projects; perform independent research, use initiative, and act independently; perform data collection, analysis, and reporting; conduct site inspections and investigations to determine compliance with applicable standards and regulations. communicate effectively verbally and in writing; establish and maintain effective working relationships with employees, other departments, and the public; and understand and carry out written and oral instructions.

WORK ENVIRONMENT

In the performance of the job duties, the employee will work primarily in an office setting, with the noise level in the work area is typical of most office environments, with some telephones, personal interruptions, and background noises. The outdoor work will require the inspection of job sites, construction sites, or municipal facilities. The frequent trips to field locations and construction sites occur in a variety of weather, in day or night, and terrain conditions. The fieldwork environment frequently involves construction and industrial noise and may be exposed to fumes, dusts, gases, and chemicals.
