The Opportunity
Abt Associates seeks a Proposal Manager- Global Development. The Proposal Manager, as a team member in the Global Business Development Unit (GBDU) will oversee the preparation, and submission of priority USAID proposals, and provide capacity building and training support. Proposals will cut across multiple technical sectors in Abt’s USAID portfolio.
Core Responsibilities
- Have direct accountability for aspects proposal management operations. Manage “must-win” proposal operations in accordance with Abt best practices
- Provide methodologies, procedures, tools, and templates to support USAID proposal development efforts.
- Act as the central point for the proposal development process –
- Evaluate the solicitation requirements,
- Set and manage a timely process/schedule,
- Work with the technical teams and Capture Manager to develop content that is clear, effective and consistent.
- Develop and maintain proposal management artifacts (e.g., SharePoint/Teams site, schedule, writer’s outline/compliance matrix, etc)
- Participate in/facilitates pursuit proposal lifecycle planning (e.g., strategy, schedule, compliance, color team reviews, production)
- Drive schedule and time management of activities associated with the opportunity and address/escalate schedule slippages with Account/Portfolio Teams – writers, section leads, leadership – as applicable
- Direct production activities and timely submission in partnership with Abt’s Contracts department.
- Provide guidance, sample content, and boilerplate materials to writers, as needed
- Facilitate activities of supporting areas: contracts, subcontracts, small business, pricing, competitive intelligence, legal, and quality control
- Manage and collaborate with the proposal development team –
- Manage team members (of various specialties and at various levels of seniority) to develop responses that meet the needs of potential clients.
- Demonstrate the ability to bring creativity and original thinking to the framing and structuring of proposal.
- Debrief teams after proposal submittal –
- Interview team members on successful or unsuccessful strategies and tactics,
- Share results as appropriate and refining future proposal strategies and training.
- Contribute to the development Abt’s new business function –
- Collaborate with other proposal team members,
- Support positive teambuilding,
- Take and conduct training as appropriate
- Continuously refine and improve proposal strategies.
- Provide guidance and mentoring to proposal team members, such as designers (graphics + formatting), writers/editors, and reviewers
- Mentor GBDU and Portfolio teams, as appropriate
- Develop and share leading practices
What We Value
- Experience in leading large complex proposals with values in excess of $25m
- Knowledge of USAID proposal costing/financial requirements
- Proficiency in Microsoft Word, PowerPoint and Excel
- High attention to detail
- Willingness to travel
- Training in formal capture/proposal methodologies
- Industry-wide best practices in proposal management
- Knowledge and understanding of Federal procurement regulations and practices (including FAR/AIDAR)
- Experience in project management and capture management preferred
- Knowledge of editorial practice and standards
- Experience with USAID or MCC proposals
- At Level 3: Bachelor’s Degree + Five years of relevant experience, or Master’s Degree + Three years of relevant experience, or PhD
- At Level 4: Bachelor’s Degree + Nine years of relevant experience, or Master’s Degree + Seven years of relevant experience, or PhD + Four years of relevant experience

This position offers an anticipated annual base salary range of approximately $69,000 to $127,000 and may vary by ten percent depending on candidate geographic location. Salary offers are made based on internal equity and market analysis.
