Job Description

Location of Position: Full time onsite in Dublin, CA

Working Hours: The Project Engineer shall be required to work during the working hours established by the PMT. Occasional Overtime work on Saturdays may be required.

Specific duties and responsibilities for the Project Engineer shall include, but not be limited to, the following:

1. Develop full understanding of the scope and interdependence of all Contract Documents for both Design-Build and Design-Bid-Build Projects. The following shall be defined as Contract Documents:

  • Contractor and Design Consultant RFQ’s
  • Contractor and Design Consultant RFP’s
  • On-Call Master Agreement for Design and Consulting Services
  • Task Orders for On-Call Master Agreements
  • Standard Agreement for Design and Consulting Services (Long-Form)
  • Owner-Program Manager Agreement for Services
  • Design-Build Construction Agreement (for Contractors)
  • Lump Sum Agreement (for Contractors)
  • Exhibits for all Agreements listed above
  • Purchase Order Agreements
  • Additional Service Authorizations (ASA’s for Design Agreements)
  • Change Orders (for Construction Agreements)
  • Amendments (for Owner-Kitchell Agreement)
  • Develop and prepare Scopes of Services for Design Service Agreements and Scopes of work under Construction Agreements.

2. Coordinate and facilitate with Program/Project Management Team (PMT), Design Professionals to obtain the Owner’s decisions as necessary during all Program and Project phases.

3. In conjunction with PMT, lead selective bid processes during procurement phases and assists Owner and Project Manager in initiating, evaluating, reviewing and recording of bids.

4. Interface with Outreach Coordinator to achieve target mandates in SLEB participation.

5. Observe and record jobsite activity in accordance with required contractual frequency. Identify and resolve challenges to schedule and cost issues.

6. Manage effective document control mechanisms for the Project to ensure that work is performed in accordance with contract documents.

7. Evaluate change order requests including design changes, specifications and drawing releases and reports status.

8. Review and evaluate submittals of shop drawings, material data, technical information and samples and take appropriate action based upon contract specifications. Assist all Project Managers in identifying and resolving technical issues during submittal phase.

9. In Design-Bid-Build Projects, proactively assist Project Managers with Request For Information (RFI) processing in order to facilitate the timely exchange of information between Design Consultants and Contractors.

10. In Design-Build Projects, monitor the Contractors Submittal and RFI processes to ensure cost and schedule-efficient Project Administration. Monitor the Contractor’s implementation of the Submittal and RFI processes to ensure consistency with the Program to mitigate delays and added costs.

11. Become familiar with all schedules and coordinate resolution of conflicts between Projects.

12. Assist the Project Managers as requested with other activities.

13. Assist the Project Manager in the maintenance of effective cost control mechanisms for the project and prepare project status and cost reports as requested.

14. Participate and or chairs meetings, coordinates agendas and follows up on action items.

15. Utilize safe work practices and follows directives, policies, and procedures for assisting and maintaining a healthy and safe work environment.

16. Become familiar with safety requirements of the Project and monitors compliance.

17. Practice effective communication and maintain professional relationships with GSA and SRJ Projects.

18. Participate in all Project Close-Out activities and requirements in accordance with contract documents.

19. Regularly review as-built drawings to ensure Contractors meet their obligations

Pay Range: $65.00 – $83.00 HR (depending on qualifications and years of experience)
