Hop on board at the Utah Transit Authority (UTA) – a major transit agency in one of the fastest-growing regions in the United States! As the Utah Transit Authority (UTA) expands and develops, we need you as our Project Controls Supervisor.
We need you to help us build the Greater Utah Community through overseeing our Project Controls efforts in our Capital Services Department. You will be at the forefront of various transit projects and studies aimed at improving access to and increasing service for the future of public transit in Utah. You will collaborate with people across the agency and lead a bright, intelligent team of Project Controls Specialists and Contractors working on various key projects that aim to increase access to public transit for Utahns.
As the Project Controls Supervisor, you will:
- Manage the efforts of UTA’s capital program’s project controls functions relating to five-year capital planning efforts, such as: budget programming, cost tracking, schedule tracking, project documentation management, change order management, invoice processing, and contract adherence.
- Oversee a team of professionals (comprised of both UTA employees and consultants) who manage all project controls activities associated with the planning and distribution of resources from federal, state, local and UTA sources.
- These resources are then used for various capital projects, including but not limited to: Streetcar, Light Rail, Commuter Rail, Bus Rapid Transit, UTA Facilities, Information Technology, Safety, Security, Mobility Management, Real Estate, Transit Oriented Development and/or Planning projects.
- Manage processes, procedure development, and compliance relating to the execution of capital projects relative to established documentation.
- Oversee the development of staffing plans including contractor and consultant requirements for all projects.
- Coordinate budgeting activities for multiple projects concurrently according to UTA and Federal Transportation Administration (FTA) project requirements.
- Contribute extensively to creating UTA’s Five-Year Capital Program budgets.
- Monitor procurement schedules for purchasing to allocate staff, contractor/consultant, and other costs to proper projects and grants.
- Coordinate with UTA’s Program Management Consultant team to ensure capital program is sufficiently staffed to adequately perform needed Project Controls functions.
- Coordinate with UTA Project Managers to ensure proper staffing, budget, and other support is available to them to deliver the projects.
- Prepare necessary project KPI’s to convey overall health of the project and program to leadership teams.
- Minimum Qualifications

EXPERIENCE/EDUCATION/TRAINING
- 7 years of experience in business and technical areas, including at least 4 of those 7 years in Business and/or Accounting is required.
- The remaining technical experience must be in Civil Engineering, Construction Management or directly related disciplines.
- Experience in budgeting, staffing and project scheduling with emphasis in procurement and project scheduling.
- Prior experience in the planning, accounting, budgeting, design, and construction of rail transit facilities is highly desirable but not required.
- Prior experience with Federal Transit Administration (FTA) grant process is highly desirable but not required.
- Bachelor’s degree in Civil, Mechanical or Electrical Engineering, Construction Management, Accounting or Business or related field of study.
- Master’s in Business Administration preferred but not required.
KNOWLEDGE/SKILLS/ABILITIES
Familiarity with contracts process and requirements (RFP, RFQ, RFI, MOU, NTP, change orders, etc.)
- Bonding and insurance requirements for contractors
- Disadvantage Business requirements
- Understanding of Federal Requirements regarding Grants and Grant Administration
- Knowledge of LaserFiche, DocuSign, JD Edwards, Primavera P6 Scheduling Software, Procore Project Management System preferred.
- Advanced Abilities in MS Office, including Word, Excel, Outlook, preferred but not required. Understanding of MS Project or Primavera (P6) preferred but not required.
- Organizational, Verbal, and written communication, Multi-tasking, Customer service
- Coordinate a multi-disciplinary team of staff engineers, project managers, IT personnel, bus and rail operations and maintenance, and consultants.
- This job requires regular and predictable attendance.

Pay Range: $87,500.00 or more depending on experience
