Position Description:

Our Federal Health and Social Services (HSS) Organization is growing, and we are looking for a talented, highly motivated Program Manager to join our team supporting a large government contract in the DC metro area.

We are looking for a Program Manager who is customer focused and passionate about helping large government agencies modernize and transform through pragmatic enterprise strategies. This candidate will have several years in the I.T. arena with a varied background and be able to support highly skilled development teams in reaching client goals in an Agile DevSecOps development environment.

Your future duties and responsibilities:

Program Manager shall be responsible for performing functions exemplified by, but not limited to, the following:
• Manage a multi-year IT modernization effort for a federal government client.
• Provide in-depth understanding and experience in DHA.
• Manage multiple teams of developers deploying IT solutions using Agile DevSecOps processes.
• Will be client-facing and required to deliver project phases on time and within budget and communicate timely status/progress to multiple stakeholders in an agile manner.
• Represent client position and interests in working groups, task forces, and task-oriented teams. Keep the client informed of status, progress, problems, issues requiring input, and delivery schedule of products.
• Establish and maintain technical and financial reports to show progress of projects to management and customers, organize and assign responsibilities to subordinates, oversee the successful completion of all assigned tasks, and assume the initiative and provide support to marketing personnel in identifying and acquiring potential business.
• Responsible for meeting technical, financial, operational, analytical, production, and/or contractual requirements, objectives, goals, and/or milestones.
• Ensure management processes, products, and/or deliverables meet requirements and are in compliance with Government and client directives, laws, policies, procedures, and guidelines, and are responsive to client needs.
• Conduct interviews, gather data, and develop recommendations in support of project objectives.

Required qualifications to be successful in this role:
• Bachelor’s degree (or higher); Bachelor’s degree from an accredited institution or program.
• 10+ years of experience managing government contracts.
• Experience supporting The Defense Health Agency (DHA)
• Must have experience leading large projects within the federal government arena using Agile processes.
• Solid understanding of application development using DevSecOps methodologies, Cloud migrations, and Data management solutions.
• Must have excellent communication skills, both oral and written.
• Experience effectively communicating at senior levels within a client organization.
• Experience with client development; building on existing and introducing new products and/or services.
• Strong and consistent experience with project budgeting and scheduling.
• Strong organizational skills with ability to multitask to meet aggressive deadlines.
• Ability to successfully pass a drug screen and a federal background check.
• Applicants selected will be subject to U.S. Government security investigation and must meet eligibility requirements for access to classified information.

Preferred Qualifications:
• Master’s degree or equivalent work experience.
• Project management Professional (PMP) and/or Program Management Professional (PgMP) or similar accreditation preferred.
• DoD government security clearance NACI.
• Some commercial experience working in a DevSecOps environment

The determination of this range includes various factors not limited to: skill set level; experience and training; and licensure and certifications. CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $119,500 – $209,200
