What You Will Do

The Program Manager 3 will provide oversight for the Nuclear Field Operations Program. The program is responsible for preparing new nuclear operations for competent readiness activities across the institution. This position is considered a “seasoned” staff member, possessing the requisite experience and technical knowledge required to effectively train, coach, and mentor management and staff in the field as they conduct day-to-day operational readiness preparations. This position is responsible for mentoring new and existing staff in the startup of a new operations involving high-hazard tasks, and will provide oversight of highly complex technical activities where there is benefit to having additional observers present to ensure disciplined operations. This program is expected to integrate into programmatic and facility operations and cultivate highly-reliable operations in a high-hazard environment.

Reporting to the Senior Nuclear Operations Field Manager in the Readiness & Training division office, the Program Manager 3 will provide oversight, coaching, training, and mentoring to enhance technical leadership, employee-engagement, decision-making, and compliance with governing standards and policies as well as foster best in class operational practices. The focus for this position goes beyond compliance and is intended to drive improved performance standards. This position may be deployed on shift at the facility level, working with and mentoring production and operations management and teams as they prepare for scheduled assessments, plan for technical work activities, prepare for operational reviews, and/or conduct activities associated with Conduct of Maintenance and Operations.

The selected candidate will possess a bias for action, dynamic problem-solving skills, and a desire to serve and support as a mentor/coach/trainer in an environment that is often complex and highly technical. This individual must be able to anticipate operational needs and potential conflicts and tactfully help the cognizant management and staff to resolve them. This position works collaboratively with a broad range of staff from different organizations, and will help to develop and implement process improvements, provide on-going technical, conduct-of-operations/readiness, and support group initiatives as directed by the senior manager.

The Program Manager 3 will provide team coaching for new operational readiness activities and for existing operational activities as requested. This level will interface directly with critical support organization (Criticality Safety or Safety Basis Division) management. This level will be expected to serve as a laboratory training subject matter expert in advanced operations and maintenance topics of concern in a hazard category 1, 2, or 3 nuclear facilities.

What You NeedMinimum Job Requirements:
Technical Competency:
Demonstrated knowledge in the implementation of work management including technical operations, training and qualification, Integrated Work Management, Integrated Safety Management (ISM) and Integrated Safeguards and Security Management (ISSM), or equivalent non-DOE programs. Knowledge of facility, laboratory, or heavy industrial infrastructure and operations. Broad range of experience in managing the interface(s) with programs, projects, and responsible line management to ensure performance and monitor/track cost, schedule, and progress against milestones.

Leadership:
Ability to influence a workforce in a high-hazard environment, requiring a strong background in anticipating and identifying potential operational risks, developing and offering risk mitigation strategies and corrective actions, and recommending risk acceptance/avoidance for all aspects of the assigned portfolio.

Customer Service:
Demonstrated customer service skills with proven ability to negotiate with customers and management to influence managers regarding matters of significance to the organization.

Communication & Collaboration:
Notable interpersonal, oral, and written communication skills. Experience interfacing with internal leadership and external stakeholders and federal staff. Demonstrated experience in effective decision-making and creative problem solving. Broad range of experience directing the integration of significant, unique, and/or complex program/project work, to include safety, security, environmental compliance, quality, contractor assurance, or business imperatives.

Operational Acumen:
Demonstrated knowledge of requirements for Integrated Safety Management, Formality of Operations, and Safety Basis or equivalent industrial systems. Demonstrated ability to oversee nuclear or similar high-hazard operations. Exhibits ownership of safety-program implementation with successful outcomes.

Education/Experience: Position requires a Bachelor’s Degree from an accredited institution and 8 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, post graduate coursework may be desirable.

Desired Qualifications:

  • An academic degree in STEM or similar technical training.
  • Experience working in a training environment.
  • Applicable professional coaching certification (e.g., International Coaching Federation).
  • Supervisory experience in one of the following areas: engineering, maintenance, construction management, or hazardous operations.
  • Experience with military-readiness, drills, and exercises, including tabletops or rehearsal of concept.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details

Directive 206.2 – Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order DOE Order 472.2 for additional information.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
