Program Description

Catholic Community Services and Catholic Housing Services work together in partnership to provide permanent supportive housing to individuals and families who have experienced homelessness in King County. We believe that everyone deserves a safe, affordable place to call home. We understand that people experiencing homelessness come to us with complex histories, and that it takes a highly collaborative, creative team to help end the cycle of homelessness permanently. Grounded in this philosophy, the CCS Program Director at the Josephinum provides leadership and vision to a multi-disciplinary cross-agency team that works together to creatively support each individual or family in our housing.

The Josephinum is a mixed-income building of 221 units in downtown Seattle, with the majority of units set aside to households earning between 0% and 60% of median income. The building is home to an array of residents, some with supportive services, others living independently. The building is also home to Christ Our Hope Catholic Church, a downtown parish that has offices and a chapel. The Church conducts regular services, sponsors other activities, and has developed considerable relationships between its staff and parishioners and the residents at the Josephinum.

Position Description

The Josephinum Program Director is responsible for providing daily leadership to the on-site team of CCS Josephinum social services staff, , CHS property management staff at the Josephinum, and other agencies that provide services such as healthcare or behavioral health services on site to residents in our building. The Program Director provides direct supervision to the CCS Josephinum services staff. The Program Director is responsible for coordinating the services of the third party providers by frequent and effective communication with a goal of ensuring residents are provided the level of services their needs require. The Program Director works in close collaboration with on-site CHS property management staff to create a strong CCS-CHS team united behind a common mission of housing with services for vulnerable people. The Program Director maintains a mutually supportive and mission-driven relationship with the Christ Our Hope church.

Responsibilities

Supervision and Leadership

  • Provide supervision, leadership and training for CCS services staff and oversee services provided by other agencies. Conduct annual performance reviews with CCS services staff.
  • Ensure integration of property management and case management services. The Josephinum staff works collaboratively as a team across many disciplines, and the Program Director provides leadership and vision for the entire team.
  • Develop and implement program policies and procedures. Where appropriate, include staff and tenants’ participation in setting policy and developing tools for evaluation.
  • Promote on-going training and support around best practices in Housing First, Harm Reduction, Grief and Loss, Trauma Informed Care, Secondary Trauma, Anti-Racism, and other relevant topics. Also ensure attendance at all CCS mandatory trainings for CCS site employees.
  • Facilitate a regular staff meeting including all staff working in the building regardless of agency affiliation.
  • Participate in responding to after-hours services calls, in rotation with other staff.
  • Develop and safe keep a workplace which values and supports a culturally diverse work environment.
  • Facilitate a monthly tenant meeting.
  • As the representative of Josephinum, build relationships with local neighborhood and community representatives to further common goals. Continually advocate for the needs of residents and those experiencing homelessness in our community.
  • Collaborate with the CHS Property Manager to respond to staff issues that impact residents. Collaborate with CHS Property Management to respond to resident issues and concerns.

Supportive Services and Resident Relations

  • Eviction Prevention: Some residents have numerous behavioral challenges due to substance use, mental health concerns, medical issues, and challenges adjusting to permanent housing after having been homeless. The Program Director works with the entire team at the Josephinum to keep residents in housing. Eviction prevention can include many strategies, including conversations with residents, care conferences, advocating for additional services for residents.
  • Addressing Emergency Situations: The Program Director is often called on to coordinate emergency medical response for residents, provide leadership in de-escalating agitated residents, and address other emergent situations.
  • Community: CCS and CHS value promoting community in our building, so residents truly have a place to call home. The Program Director provides leadership with staff and residents to ensure the Josephinum is a comfortable home for all residents.
  • Grief and Loss: Because many residents at the Josephinum are aging and may be near the end of their lives, the Program Director works collaboratively with the team to ensure quality end of life care for each resident. It may include helping residents seek out and accept in-home care for activities of daily living, coordinating on-site hospice care, transfer to a nursing facility or hospital, or other types of care. The Program Director also provides leadership for staff and residents in dealing with grief and loss of valued members of the community.

Personnel

  • Manage, recruit, hire, and evaluate staff. Oversee training for CCS staff. Directly supervise supervise staff. Provide feedback and work cooperatively with CHS leadership for management of their on-site staff.
  • Set agenda for and facilitate regular staff meetings. Provide leadership in creating a sense of team with staff who may work across CCS, CHS and other partner agencies.
  • Assure regular update of the training manual, provide new hire orientation to the program and mentor staff on an ongoing basis.
  • The Josephinum operates 24 hours a day, and the Program Director provides leadership to staff working all shifts. Provide clear communication to 24 hour staff, schedule and facilitate meetings as needed, and be present as needed in emergencies. Provide crisis intervention support and emergency response in on-call rotation with other leadership staff. This may include coming to the building after hours in response to a serious event.
  • Ensure understanding and commitment to CCS/CHS Mission and
  • Participate in the hiring process for CHS property management staff at the Josephinum.

Fiscal Management

  • Develop the services budget and oversee fiscal operations for the budget, and monitor financial statements. In coordination with CHS staff, provide support as needed on property related expenditure approval, collection of revenue, etc.
  • Assure timely invoicing of funding sources, including government contracts.
  • Ensure compliance with contracts and performance guidelines, including submitting grant applications and meeting reporting requirements.
  • Support CHS property management to ensure timely rent collection, compliance with resident recertifications and efficient unit turnover processes. Work with CCS staff to ensure residents are following up with any issues.
  • Work with CHS staff to maintain occupancy standards by effective coordination and monitoring of unit turns and screening process.
  • Support the issuing 3- or 10-day notices by CHS Property Management. Coordinate service staff outreach and engagement to ensure follow up on notices.

Advocacy and Community Outreach

  • Assure that the Josephinum and CCS/CHS are represented in the neighboring community and with social service providers and government agencies around issues and concerns of people experiencing homelessness.
  • Maintain relationships with community groups as directed.

Job Conditions

This position requires the employee to work in an environment where there may be exposure to blood, bodily fluids, and other potentially infectious material. Other exposures could include cleaning supplies, bedbugs, chemicals involved in pest control, paint and other materials used in building maintenance, building temperature fluctuations, dust, noise, and odors. Working conditions include interruptions, crisis response, and regular interactions with individuals who are dealing with issues of chemical dependency and/or mental illness, or are experiencing anger or frustration.

Qualifications

Minimum Qualifications

  • BA degree, or an equivalent combination of comparable experience, training, and education.
  • Experience working with people who are homeless, particularly people with mental illness or substance abuse issues.
  • One year of supervisory experience.
  • Strong recordkeeping and knowledge of accounting principles and ability to oversee development and operation of budgets.
  • Excellent written and verbal communication skills.
  • Commitment to developing and safekeeping a workplace which values and supports a culturally diverse workplace.
  • Ability to work within the mission, goals and service objectives of Catholic Community Services.

Preferred Qualifications

  • MSW or equivalent degree.
