The City of Richmond’s, Department of Social Services is seeking a highly qualified candidate for the position of Program & Operations Supervisor to manage daily operations of the Reunification & Permanency Units. This position is responsible for managing Family Services Supervisors, implementing state and local codes, monitoring compliance with program requirements, managing departmental budgets and grants, and assessing relevant community needs.
Duties include but are not limited to
- Oversee recruitment, selection, development of training plans, assign and evaluate work, monitor performance and complete evaluations;
- Management of division’s permanency and reunification units (including foster care, adoption, and program support).
- Recommend and implement best practice for casework supervision;
- Develop and implement a system to assign cases based on caseload standards and level of case difficulty;
- Work with supervisors and specialists to assign duties and revise as necessary; Ensure compliance with applicable federal and state laws, regulations, and agency policies, procedures, rules, standards and guidelines, particularly the Child and Family Services Review (CFSR);Conduct all qualitative/quantitative reviews of permanency cases to determine the status and outcomes of the client/family and the quality of casework practice;
- Perform ongoing case reviews and offer recommendations to staff for improvement;
- Participate in establishing agency direction, goals, and policies and collaborate with agency leaders to determine needs and challenges;
- Act as point person for community partners and VDSS;
- Participate in advisory committees as appropriate;
- Extract and use data from manual and automated systems to achieve program goals;
- Audit and review systems and practices;
- Identify and propose solutions related to case disposition and service delivery;
- Serve as the OASIS expert and train staff for continual professional development; coordinate with community partners to improve service delivery;
- Oversee the financial and operations aspects of Social Services programs;
- Submit regularly scheduled reports.

Qualifications, Special Certifications and Licenses
KNOWLEDGE, SKILLS, AND ABILITIES:
Considerable knowledge in accounting, budgeting, accounts payable/receivable; Computer programs such as Microsoft Office Suite; data analysis; data management; electronic databases and related software applications (such as RAPIDS financial system, EIS eXpress reporting/ GL Connect); Federal regulations pertaining to assigned area; and general knowledge of the laws and legal procedures related to focus area.
Demonstrated skill in communicating and coordinating with various internal and external departments; creating and implementing policies and procedures; gathering and interpreting data routinely; interpreting and applying federal regulations for programs; managing contracts, projects, data, reports, etc.; overseeing daily accounting and procurement functions; overseeing the financial and operational aspects of programs of focus; and supervising including conducting performance evaluations, mentoring, etc.
Demonstrated ability to pay attention to detail; organize; and set timetables, achieve milestones, track progress, and take corrective actions.
MINIMUM TRAINING AND EXPERIENCE:
- Bachelor’s degree in business or public administration, or field related to assignment;
- Four years of journey-level professional experience in area related to assignment;
- A Master’s degree in business, public administration, or field directly related to assignment may be preferred;
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
- A certification as a Property Maintenance Inspector or a Property Maintenance Code Official through the Virginia Department of Housing and Community Development is required for certain Planning and Development Review positions;
- Some assignments may require a valid Driver’s License with a satisfactory driving record and a valid Commonwealth of Virginia Driver’s License within 30 days of hire
PREFERRED TRAINING AND EXPERIENCE:
- Masters in social work
- Foster Care/Adoptions experience
- Supervisory experience in a local/state social services environment,
- Strong written and oral communications, interpersonal, collaboration, performance management, managing budgets, and analytical skills needed.
