Responsibilities
We are looking for a Procurement Specialist in Bellevue, Nebraska. This role is based at Offutt Airforce Base.
The candidate that fills this role will be responsible for the following:
- Purchasing highly complex or unusual, technical, or high value materials, supplies, or services.
- Leads aspects of strategic sourcing, which may include, Statement of Work (SOW) and Request for Proposal (RFP) preparation, proposal evaluation, price/cost analysis, contract negotiation, vendor management, and contract administration.
- Compare prices, specifications, and delivery dates in order to determine the best bid among potential suppliers.
- Tracks the status of requisitions, contracts, and orders.
- Selects, and recommends suppliers and negotiates price, quality, and service.
- Follows up on all awards until completion of order.
- Prepares purchase orders and sends copies to suppliers and to departments originating requests.
- Negotiates and settles with suppliers regarding damage claims, rejections, losses, return of materials, over-shipments, cancellations, and engineering change orders.
- Oversees and/or conducts supplier site visits as necessary.
Candidate must be able to perform the following tasks:
- Analyzes bids for specification compliance, prices, delivery commitments and past performance; utilizes online systems as a resource for procurement.
- Negotiates with suppliers to obtain products at the best cost in order to ensure end-users needs are met; negotiates delivery, terms and conditions, and pricing.
- Coordinates the procurement of all materials, products/services and equipment necessary to fulfill the requirements of the Purchase Request.
- Processes and completes purchase orders; places orders; verifies receipt of purchase.
- Maintains communication with suppliers during course of procurement action in order to ensure timely delivery in compliance with the requirements
Qualifications
Qualified candidates will meet or exceed the following:
- BS 5-7 Years, MS 3-5, PhD 0-2,HS 8-10; 4 years additional relevant work experience accepted in lieu of bachelors degree
- 2+ years of experience in Purchasing or Inventory Management
- Experience working with contracts including Request for Proposals (RFP) and Request for Information (RFI)
- Experience working with procurement practices
- Costpoint Application
- IT Management tools (such as SharePoint)
- ITIL® Foundation Certified

Target Salary Range
$51,000 – $82,000. This represents the typical salary range for this position based on experience and other factors.
