This is an independent position where the work varies each day and a lot of time is spent helping others.
What you’ll do:
- Serve as the as the Division Privacy Officer responsible for the implementation of privacy and security related regulations, policies, and procedures. Work in close contact with the Department Privacy Officer to address issues specific to MHD, interpret privacy and security related regulations, and assist in maintaining departmental privacy efforts.
- Assist in the development and enforcement of departmental and divisional privacy policies and procedures. Respond to privacy compliance questions from participants, department and division staff, contractors, outside organizations, etc.
- Assist with special projects as needed. Ensure compliancy with federal tax reporting guidelines related to Medicaid insurance coverage and address participant requests.
- Monitor, track, and work with the Department Privacy Officer to address disclosures and breaches of protected health information, enter data into the department protected health information tracking database, respond to requests for HIPAA privacy compliance review, approve requests for ITSD data file transfers, assist with questions regarding HIPAA privacy language in MHD Business Associate contracts, draft and review data sharing agreements, serve on the Privacy Review Board, and research and approve application requests for research study projects.
- Serve as the Division Information Security Officer and will be responsible for monitoring and addressing system security issues. Work with system vendors to monitor and mitigate security vulnerabilities through security risk assessments. Ensure that security policies are followed and approve or deny access to the release of MO HealthNet data and ensure that data sharing agreements are in place before data is shared with outside entities.
- Serve as Automated Data Processing (ADP) Security Officer Liaison as well as assist with development and implementation of fiscal agent and departmental security policies and procedures. Participate in administrative, physical and technical security reviews for the division and prepare security risk assessment documents.
- Responsible for business continuity and disaster recovery coordination between vendors.
- Responsible for coordinating responses to system and security audit requests.
- Supervise the Division Security Control Officer and Alternate Division Security Control Officer, whose primary responsibilities are collecting and reviewing security access requests from users both inside and outside the agency to multiple state and vendor systems, including the on-going evaluation and monitoring of user access to these systems.
Minimum QualificationsBachelor’s degree and 3-5 years of relevant experience. (Substitutions may be allowed.)

Preferred QualificationsCandidates who have obtained a Juris Doctorate are preferred. Having a technical background, experience or knowledge related to computer networking, Medicaid, or privacy and security; Experience with Security Assessments or a technical background and Training, certification, and/or education in continuous process improvement programs such as Lean Six Sigma as well as completion of Missouri Way, Leadership Academy, and similar programs is preferred.
