The Principal Payroll Specialist plans, coordinates, and supervises the work of the payroll unit responsible for providing a variety of specialized and technical duties related to payroll and system related functions and activities to ensure County Office employees are paid in an accurate and timely manner; supervises, trains, and provides technical support to lower level technical and clerical staff.
The Well Qualified Candidate Will Possess the Following
Knowledge:
- Federal and state statutes, codes, laws, regulations, bargaining labor agreements, policies and procedures related to payroll processing, time reporting, personnel assignments, deduction control, and payroll accounting
- Input and data retrieval procedures for payroll databases and computerized systems
- Filing and record-keeping systems (e.g., Novatime, AESOP) and techniques for physical and electronic document management
- Microsoft Office Word, Excel, and other Microsoft Office applications
- Fundamental concepts of employment laws, codes, and regulations, including EEO, FLSA, FMLA, and Cal/OSHA and applicable provisions of collective bargaining agreements

Required Education and ExperienceEducation: Graduation from high school or equivalent is required.
Experience: Four years of experience in payroll processing and the utilization of automated business systems.
Additional Requirements: College coursework in accounting, business or personnel administration is desirable. Experience in a public school or county office as well as acting in a lead capacity is desirable. A valid California driver’s license and the availability of private transportation or the ability to provide transportation between job sites may be required.
Hybrid remote schedules may be available. To ensure the health and safety of its staff, LACOE may require employees to provide evidence of full vaccination against COVID-19.
