THIS POSITION IS ELIGIBLE FOR APPOINTMENT AT STEP 1, $78,312.00 ANNUALLY. County employees are subject to the County Promotion Rule for Step Placement in Accordance with Compensation Ordinance 1.3.5.
The Land Use & Environment Group (LUEG) is looking for an experienced policy analyst to fill a position in the Department of Public Works (DPW). The incumbent will be responsible for providing policy research and analysis and keeping informed on current and future policies relevant to the department programs and initiatives, and working closely with programmatic staff and other analysts to conduct analysis and research to inform on best practices, industry or program trends. In addition, the incumbent will be responsible for proactively reviewing best practices and data trends from other agencies, and reviewing emerging policy research in universities and other non-governmental organizations. Candidates not selected for this vacancy will remain on the eligible list and may have the opportunity to compete for future vacancies.
This position will have a hybrid teleworking work schedule of 2-3 days in person in Kearny Mesa.
Hiring Process and Timeline:
- Job Offer and Background Process begins in December 2023. Note: Current County employees may be excluded from additional background screening.
- Pre-employment Medical Screening: Approximately 3 days following successful background investigation results.
- Anticipated Start Date: Start date will be based upon successful completion of medical screening or other mutually agreed upon date.

Minimum Qualifications
- A bachelor’s degree from an accredited U. S. college or university, or a certified foreign studies equivalency, AND, three (3) years of full-time professional level experience performing policy and procedures interpretation, special studies and projects, or general administration, OR,
- Seven (7) years of full-time professional level experience performing policy and procedures interpretation, special studies and projects, or general administration.
Notes:
- A master’s degree from an accredited U. S. college or university, or a certified foreign studies equivalency may substitute for up to one (1) year of the required experience.
- Education and work experience may be substituted on a year-for-year basis. In order for education to substitute for work experience as indicated above, college level coursework must demonstrate progress toward a degree.
- Applicants must have qualifying education and/or experience as of the application deadline date.
