POSITION DESCRIPTION: Participates in unit activities associated with the implementation of State growth management laws and processes. Applies current federal and state laws, rules/regulations, and policy initiatives. Coordinates with Department staff and other transportation professionals on issues involving development projects and the use and application of growth management tools that promote mobility through multimodal options and supportive land uses. Assists with policy and technical analyses; conducts research associated with the implementation of analytical tools and best practices; and provides internal and external customer service. Participates in development review activities, with an emphasis on identification and mitigation of impacts to the Strategic Intermodal System (SIS) and other regionally significant transportation facilities. Participates in promoting mobility for all modes and the use of travel demand management/trip reduction strategies. Participates on the review teams associated with Interchange Access Requests, Lane Repurposing, and Context Sensitive Solutions.

Participates in activities relating to the review of comprehensive plans, Land Development Regulations, land use changes and local development projects with a focus on ensuring an interconnected multimodal transportation system and the integrity of the State Highway System. Assists in representing the Department on growth management related matters before local governments, Regional Planning Councils (RPCs), elected or appointed advisory public bodies and other transportation stakeholder groups. Participates in the Intergovernmental Coordination and Review process for grants and projects. Responds to inquiries from other governmental entities and the public on plans, projects, and studies in the Work Program.

Represents the Planning and Environmental Management Office on various committees, teams, and initiatives to promote the Department’s mobility goals of a multimodal transportation system and supportive land uses (e.g. project development and environmental studies and transit capital investment studies). Participates in the development and implementation of statewide plans, programs and procedures including public involvement and planning charrette activities, as needed. (e.g., Florida Transportation Plan). Reviews various reports and studies.

Participates in policy planning initiatives and innovative planning concepts relating to regional/multimodal planning projects, improving transportation-land use linkages, and implementation of the Strategic Intermodal System (SIS). Participates in regional and systemwide planning efforts including needs assessments and project prioritization. Participates in the development of long-range transportation plans. Participates in various initiatives to support the District’s involvement with addressing climate change and reducing greenhouse emissions, per current legislation. Assists in collaborating with local governments to address sustainability and climate change challenges.

Manages consultant contracts. This entails developing project scopes of service, facilitating contract negotiations, work order preparation, product review, scheduling of activities, preparing consultant evaluations, and invoice approval and processing in accordance with Department and Statutory requirements. Participate in staff meetings, project coordination, statewide team, and technical advisory committee meetings as appropriate. Responsible for consistently and concisely tracking status of assignments and preparing progress reports. Develop ideas for process improvements/refinements through the Business Plan. Updates Business Plan activities and maintains project or activity schedules. Collects data, organizes, and maintains databases, catalogs, and filing systems for technical reports and documents.

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the urban transportation systems planning process, terminology, analytical techniques, and principles; Knowledge of transportation project development process; Knowledge of parliamentary procedures, and federal, state and local regulations related to transportation planning; Knowledge of the principles of facilitation and collaboration to achieve goals; Knowledge of contract administration; Skilled at understanding, communicating, and conveying complex information verbally and in writing to effectively collaborate with stakeholders and colleagues; Skilled at problem solving and research techniques, including assessing and documenting the pros and cons of alternative strategies; Skilled in using computers and applications for word processing, presentations, and spreadsheet and database analysis; Ability to investigate, develop, analyze, and implement innovative technologies and process improvements; Ability to prioritize, schedule and complete multiple tasks with varying degrees of importance; Ability to establish and maintain effective working relationships with others; Ability to communicate planning and engineering information effectively.

OTHER JOB RELATED REQUIREMENTS: Responsible for adhering to the provisions and requirements of Section 215.422, F.S. related State Comptroller’s Rules and Department of Transportation’s invoice processing and warrant distribution procedures.

MINIMUM QUALIFICATIONS: An associate’s degree or equivalent from two-year college or technical school. Professional or nonprofessional experience (including internships or co-ops) can substitute on a year-for-year basis for the required college education.
