About the Indiana Department of Insurance (IDOI):
The Indiana Department of Insurance protects Hoosiers as they purchase and use insurance products to keep their assets and their families from loss or harm. IDOI also monitors the financial solvency of insurance companies in Indiana so that legal promises in insurance policies are honored.
Salary Statement:
The salary for this position traditionally starts at $53,222.00 but may be commensurate with education or work experience.
Role Overview:
The PBM Analyst is responsible for the investigation of complaints against PBMs filed by consumers and pharmacists or initiated by Department staff. Following the complete investigation of relevant facts, incumbent will apply statutes, regulations, and legal precedent to determine whether there has been a violation of Indiana insurance law. Incumbent will work to resolve PBM complaints and assist Department staff in bringing administrative action against PBMs that violate Indiana Code.
Some key functions of this role include:
- Diligently investigate assigned PBM complaints
- Promptly identify cases where the Department does not have proper jurisdiction, and refer complainants to the appropriate Federal, State, or local agency, or to other appropriate government or civil entities
- Make well-reasoned recommendations on enforcement actions and litigation strategies
- Testify under oath on behalf of the Department at administrative hearings
- Examine PBM contract language for compliance with applicable laws and regulations
- Analyze assigned PBM and pharmacy audits for compliance with applicable laws and regulations
- Review assigned portions of license applications and renewals; contact applicants if any deficiencies or discrepancies are identified
- Process PBM annual reports; contact licensees if any deficiencies or anomalies are noted
Preferred Experience:
- Bachelor’s degree from an accredited college or university in a related field
- Significant experience in insurance investigations and case management preferred
- Some experience with pharmacy claims (e.g., experience submitting claims in a pharmacy, processing claims at a PBM or third party administrator, etc.)
About the Job:
As the Senior Insurance Examiner, you will be responsible for conducting statutory and special examinations of Indiana-domiciled insurance companies and other insurance entities. In this position, you may serve as a working leader of lower-level examiners or a participating examiner, or assist in examining a complex company or other insurance entity.
A Day in the Life:
The essential functions of this role are as follows:
- Examine corporate records, policies, procedures, and treatment of policy holders to determine effectiveness of an insurance company’s or entity’s management and compliance with the insurance code and regulations.
- Analyze investments and/or insurance transactions for legality, valuation, and proper classification and reporting of income received and accrued.
- May review classifications and recording of expenses for conformance with prescribed insurance accounting systems.
- Participate in writing the examination reports or administrative orders.

What You’ll Need for Success:
You must meet the following requirements to be considered for employment:
- Thorough knowledge of, and ability to apply, general accounting principles.
- Thorough knowledge of insurance accounting and applicable laws.
- Extensive knowledge of, and ability to apply, examining practices and procedures as used in insurance examining.
- Broad knowledge of the organization and practices of various types of insurance companies or entities.
- Broad knowledge of, and ability to apply, provisions of the law governing insurance companies or other insurance entities, related legal opinions and court decision, departmental policies, rules and regulations and insurance industry standards as established by the National Association of Insurance Commissioners (NAIC).
- Considerable knowledge of new insurance practices, trends, developments and techniques.
- Working knowledge of business and administrative law.
- Ability to organize and plan work for oneself and others.
- Ability to gather and analyze data and reach sound conclusions.
- Ability to prepare clear, complete, and concise reports.
- Ability to qualify for a fidelity bond.
- Effective communication skills.
Supervisory Responsibilities/Direct Reports:
This role may serve as a team lead for an assigned work group.
