POSITION DESCRIPTION: Manages and coordinates federal and state transit programs in five counties. Assists other staff with state or federal grant programs or projects, and Transit Projects in the Transportation and Regional Incentive Program. Disseminates grant program information to agencies, coordinates the review and selection process for projects and implements projects. Maintains monitoring systems for transit funding programs to ensure all projects are included and Grant Program funding balances and funding matches the Department’s five-year work program. Provides for and participates in grant workshops to assist agencies with submitting project requests. Annually updates status of Transit Agencies’ direct Federal funding to ensure consistency with the five-year work program and the Metropolitan Planning Organizations’ five-year

Transportation Improvement Programs. Manages the transit agency Toll Revenue Credit soft match requests with Central Transit Office. Coordinates with Central Office staff and Office staff to provide quality assurance, monitoring, and control over Federal and State programs, as appropriate. Provides grant and funding assistance to agencies and Metropolitan Planning Organizations including the development and review of Transit Development Plans, Long Range Transportation Plans, and other technical studies. Participates in technical advisory groups and committees and reviews technical studies, as needed.

Manages the District’s Express Bus Program. This includes the coordination of operating and capital funding with District Work Program and Central Office Toll Finance / Work Program, service planning and implementation, bus fleet management, park-and-ride lot development and management, contracting and performance monitoring, complaint processing and tracking, and informing District management of opportunities, challenges, and service needs. Planning new transit services any expanded or new express lanes projects and ongoing operations planning for the existing express bus services. This program does not come with defined program funding and duties include:

  • Working with Central Office’s Systems Implementation Office and Comptroller Office on toll and Strategic Intermodal System (SIS) funding and the District Work Program Office.
  • Coordinating with district Right-of-way Office on property for new or expanded park-and-ride facilities.
  • Coordinating with district planning consultants on conceptual design of facilities. * Coordinating with district planning, traffic operations, and design offices and their committees on new and expanded facilities.
  • Coordination with district construction office on implementation/management of facility construction projects.
  • Serves as District representative for grant application modifications and /or policy updates. Reviews and approves transit agencies’ National Transit Database (NTD) performance measures for local publication.

Utilizes the Department’s Financial Management Systems to develop, encumber, execute, and manage Public Transportation Grant Agreements (PTGAs) for transit. Prepares annually a transit grant agreement Production Plan showing when funding will be provided to local agencies. Prepares any project information for including projects in the Department’s five-year Work Program. Prepares and processes grant agreements according to procedures, guidelines, and production plan. Uses Department’s web-based grant management system to manage projects. Uses this system and spreadsheets to produce production and management reports. Reviews and processes project invoices and support documentation for payment, while ensuring eligibility of costs and compliance with contractual provisions. Monitors the Department’s five-year work program for changes in transit grant programs affecting projects. Prepares close out documents on completed projects. Manages consultant task work orders related to grant compliance efforts or other program responsibilities.

Interviews transit partners and conducts on-site observation to ascertain unit functions, work performed, and methods or equipment. Monitors projects through onsite reviews with follow-up correspondence in compliance with contractual provisions and Department’s procedures. Assists with monitoring audit compliance and coordinating with Department’s Budget Coordinator/Single Audit Officer. Reviews and approves change requests and third-party contracts to ensure consistency with proposed project scope and contractual provisions.

Assists local agencies with the implementation of their projects to insure timely and successful completion. Provides grant and funding assistance to transit agencies, local governments, Metropolitan Planning Organizations, and local agencies.

Prepares transit manuals and trains workers in use of new forms, reports, procedures, or equipment according to organizational policy. Confers with transit partners concerned to ensure successful functioning of these newly implemented systems, procedures, or equipment for transit. Maintains the Transit Comprehensive Improvement Program (TransCIP), a web-based grant application, funding, management, and reporting system. Works with consultant on operation and maintenance of system. Performs administrative duties for adding or changing local agency staff and program access in web-based system. Monitors and assists local agencies with the updating of project data and information. Assists in training transit agency staff or providing for training through consultant on the use and function of the system. Represents the Office on statewide grant management system user group. Reviews, analyzes, and researches legislative issues and prepares analysis of the projected effect of any proposed legislation or action for transit.

Manages consultant contracts for transit projects. Prepares scopes of services. Oversees the work of consultant staff. Manages consultant task work orders related to grant compliance efforts and technical assistance.

KNOWLEDGE, SKILLS AND ABILITIES: Ability to use logic and analysis to identify the strengths and weakness of different approaches; Skills at looking at many indicators of system performance, for accuracy; Ability to identify the nature of problems, anticipate risk, and prioritize action; Ability to perform analyses on return on investments; Knowledge of transportation planning process and associated regulations; Ability to interpret and apply transportation regulations; Knowledge of numbers, their operations, and interrelationships including one or more of the following: arithmetic, algebra, geometry, calculus, statistics, and their applications; Ability to communicate complex information.

OTHER JOB RELATED REQUIREMENTS: This position is responsible for adhering to the provisions and requirements of Section 215.422, F.S. related State Comptroller’s rules and Department of Transportation’s invoice processing and warrant distribution procedures.

MINIMUM QUALIFICATIONS: A bachelor’s degree from an accredited college or university. Professional or nonprofessional experience related in the field of transportation, planning, public administration, engineering or logistics (including internships or co-ops) as described above can substitute on a year-for-year basis for the required college education.
