The City of Imperial Beach is seeking an experienced, highly, motivated, talented and energetic individual to fill the position of Parks, Recreation and Community Services Supervisor.

The PRCS Department is looking for an individual with a passion for community programs, customer service and making a positive impact on the community. The ideal candidate will serve as a professional ambassador to the department and City by maintaining a professional image, a team-based collaborative approach and high level of internal and external customer service.

The PRCS Supervisor’s office will be located at the Imperial Beach Senior Community Center and will oversee the facility as well as year around community classes and programs for youth, adults, and seniors. This position will also work with other staff to create city wide special events and increase contract instructor classes in the City.

General Purpose
Under general direction provides support to the City’s diverse range of recreation and community services programs. Assists in the planning, organizing, and coordinating of a variety of recreational activities, special events, and community programs and services at an assigned recreation center, park facility, or recreational area; leads and supervises subordinate staff in assigned programs.

Distinguishing Characteristics
The Parks, Recreation and Community Services Supervisor is a specialized, supervisory class in the Parks and Recreation Department. Based upon assignment, incumbents are responsible for the activities provided to the community through the Parks and Recreation Departments special events, beach/aquatics programs, sports leagues, recreation/community centers and indoor/outdoor recreation programs. Responsibilities include planning, developing, marketing, budgeting, and supervising various programs within the department. Examples of programs include special events, art programs, youth and adult sports leagues, camps, after school recreation programs, preschool, youth, adult, and senior citizens programs, contractual taught classes and programs, mobile recreation, nature programs, facility & field rentals, and volunteer programs. This class is distinguished from the Parks & Recreation or Community Services Manager in that the latter is responsible for managing the day-to-day operation of an assigned division.

Supervision Received and Exercised
Receives supervision from the Parks and Recreation Director, the Parks and Recreation Manager, and/or Community Services Manager. Incumbent directly supervises multiple year-round staff and programs for the recreation and community services day-to-day activities of one or more recreation/community facilities, athletics, special events, community recreation programs.

Duties and Responsibilities

  • Directly supervise and coordinate staff, program activities and operations within one or more assigned program areas. Program areas include but are not limited to recreation facilities, fields, community pool, recreation, and community service programs and/or special events.
  • Continually plan, develop, implement, and evaluate programs and activities within assigned recreation and/or community services program area.
  • Collaborate with community partners, outside organizations, City departments, and school personal regarding the department’s special events, facilities, and programs.
  • Meet and participate in meetings regularly to maintain strong and collaborative relationships.
  • Research, identify, develop, and determine the viability of specific programs based upon community demographics; plan and implement programs which meet community needs.
  • Evaluate programs offered to the community to ascertain efficiency and effectiveness.
  • Advise and instruct personnel on methods and techniques for improving programs.
  • Select, train, and evaluate the performance of staff and recommend hiring, promotions, and initiate disciplinary actions.
  • Inspect parks, fields, recreational/center facilities, and special event locations.
  • Supervise and evaluate contractual instructors, interns, and volunteers.
  • Work in collaboration with Department Manager(s) and Director to create yearly budget needed for staffing, equipment, materials, and supplies; monitor working budget and staff hours.
  • Keep inventory of existing equipment and supplies. Order, study, and recommend equipment and materials needed for various parks, fields, facilities, pools, and their programs.
  • Submit request for facility maintenance, write reports and follow-up with necessary repair request, services and other improvements with City departments when needed.
  • Participate in community outreach and presentations regarding parks, recreation and community service programs and special events within the department.
  • Assist community, sports leagues, special event groups and other organizations, in utilization of the programs, field rentals, facilities and special event permits offered by the City.
  • Plan, coordinate, supervise, and work with a diverse range of city-wide special events and community outreach events serving the City’s residents spanning multiple age groups and cultures.
  • Act as liaison between the division and various groups and a variety of public and private agencies in co-sponsored programs.
  • Prepare and review activity records and reports, daily logs, permits, and incident accident reports.
  • Meet, coordinate, and participate in meetings regularly with community program partners to maintain strong and collaborative relationships.
  • Provide excellent customer service to the community and outside organizations regarding recreation activities, facility amenities, special events and programs.
  • Assist in the promotion of program activities and special events via the creation of marketing materials, flyers, and related documents using a variety of platforms for communications including e-mails, websites, and social media and attend various events to promote services and events.
  • Attend and participate in professional group meetings.
  • Stay abreast of new trends and innovations in recreation and community service program development and implementation.
  • Perform related duties as required.

Knowledge of:

  • Principles, practices, procedures, methods, and techniques used in the planning, development, coordination and administration of parks, recreation, community service programs and special events to meet the leisure time and recreational needs of the community including youth, adults, and senior citizens.
  • Methods involved in organizing, conducting, and supervising recreation programs and activities, special events, facilities, and equipment needed in a broad recreation program.

Qualifications

Education:
Graduation from an accredited college or university with a bachelor’s degree in recreation, physical education, hospitality and tourism or related field. If degree is not in listed field must also have minimum two years fulltime experience working in municipality parks, recreation and/or community service department.

Experience:
Three (3) years of increasingly responsible experience including at least one (1) year of full-time experience leading and/or supervising permanent and/or temporary staff in organizing, planning, and implementing parks, recreation or community service programs and activities.

Licensing :

Possession of or ability to obtain, prior to employment, a valid Class “C” California driver’s license with a safe, satisfactory driving record and able to maintain through the course of employment.

CAFETERIA BENEFIT PLAN
The City sponsors an Internal Revenue Code §125 Cafeteria Benefit Plan that offers non-taxable benefits to employees. It allows employees to choose from several different benefit options, and, if the employee exceeds the City-provided allotment, the employee may use pretax dollars to fund the costs. Alternatively, an employee may choose to pay for any of the available benefits with after-tax contributions.

The City provides medical, dental, vision, and flexible spending account. The City contracts with the CalPERS Group Health Benefits Division, which offers several options including HMOs and PPOs plans.

CalPERS offers eleven (11) medical plans within the San Diego County. The cost for each plan varies and so do the co-payments. From January 1, 2023 thru December 31, 2023, the maximum Cafeteria Plan Allotment the City pays toward the cost of health insurance coverage or the purchase of other qualified benefits is $1,966.15 per month.

The employee will pay through payroll deductions any premium Cost in excess of the Cafeteria Plan Allotment.

LIFE INSURANCE
The City pays premiums that provide group term life insurance and AD&D in an amount equal to 1.5x basic annual salary, rounded to the next higher $1,000. Employees may purchase up to $300,000 of additional employee term life insurance. Employees may purchase up to $100,000 of additional term life insurance for their spouses and up to $10,000 per their child.

SHORT-TERM & LONG-TERM DISABILITY
The City provides short-term disability insurance equal to 60% of income (up to $1,155/week) after an 8-day waiting period. The City provides long-term disability insurance equal to 60% of income (up to $6,000/month) after a 90-day waiting period. Both short-term and long-term premiums are paid by the employee.

RETIREMENT

Enrollment in the California Public Employees’ Retirement System (CalPERS) as follows:

New Members: For New Member miscellaneous employees, the City provides the “” formula. Benefits for all New Member employees are based on the highest three-year of compensation. Under this formula, the employee’s highest three-year consecutive months of CalPERS reportable earnings are used to determine the level of retirement benefit. New Member Employees pay approximately 6.25% toward the retirement contribution.

Classic Members: For Classic employees, the City provides the “2%@60” formula. Benefits for all Classic employees are based on the single highest year compensation. Under this formula, the Classic employee’s highest 12 consecutive months of CalPERS earnings are used to determine the level of retirement benefit. Classic employees pay 8% toward the retirement benefit.

The employees share half of the total Normal Rate towards the CalPERS retirement benefit. Employee retirement cost sharing contributions that are in addition to the normal CalPERS Member Contribution will be calculated on base pay, special pays, and other pays normally reported as pensionable compensation.

The City participates in the Federal Social Security Administration Program. Employees pay 6.2% and the City pays 6.2% to a maximum wage of 160,200.

457 DEFERRED COMPENSATION PLAN
The City offers a deferred compensation plan supplemental retirement program with Mission Square Retirement Internal Revenue Code §457 that allows employees to make contributions on a pre-tax basis (federal, and most cases, state income taxes are deferred until assets are withdrawn, usually during retirement when the participant may be in a lower tax bracket) – employee contributions. The minimum contribution is $25 per pay period. The “Age 50” Catch-up provision allows employees reaching age 50 or older during the year to contribute an additional amount annually.

ANNUAL LEAVE
Employees accrue annual leave at the following rates:

1-5 Years of Service – 12 days

5-10 Years of Service – 15 days

10-15 Years of Service – 20 days

15+ Years of Service – 25 days

The maximum accumulation is twice the employee annual vacation accrual. May sell back up to 100 hours per calendar year by leaving a minimum balance of 80 hours after the sell back. Upon separation from employment and completion of one-year of active service, employee will receive a lump sum pay of accumulated vacation days.

SICK LEAVE
Employees accrue 8.334 hours for each full month of service = 100 hours for each full 12 month of service. 1,000 hours maximum accrual. At the time the employee separates employment with the City and having 5 years of service, the employee may receive a lump sum pay of 50% (500 hours) of sick leave accrual.

ADMINISTRATIVE LEAVE
Employeesaccrue 40 hours of administrative leave each fiscal year. These hours are credited on July 1 of every year and must be used by June 30 of the following year. Unused administration leave hours cannot be carried over to the following fiscal year.

HOLIDAYS
The City observes 13 holidays and 3 floating holidays each year.

HOLIDAY CLOSURE

Administrative offices will close during the holiday closures. Holiday closure between the actual holidays of December 25 and January 1. Emergency Services including Public Works and Public Safety are excluded from the holiday closures.

EMPLOYEE ASSISTANCE PROGRAM (EAP)
The City provides an Employee Assistance Program (EAP). The EAP provides confidential evaluation and counseling services for employees, family members and anyone residing in the home of an employee.

BILINGUAL PAY

May receive $50 a month after successfully passing an oral and written test.

TUITION REIMBURSEMENT
Each fiscal year $1,000 is available for reimbursement for costs such as tuition, fees, books, and other required materials for approved courses leading to a college degree. Reimbursement is made upon written verification of satisfactory completion of coursework.

COMPUTER PURCHASE PROGRAM
$2,000 per 24-month period after successfully completing probation period.

EDUCATION INCENTIVE
Full-Time employees that have completed a probationary period are eligible for an educational incentive.

  • Associate degree: $50.00 per month, paid on a bi-weekly basis
  • Bachelor’s degree: $60.00 per month, paid on a bi-weekly basis
  • Master’s degree: $70.00 per month, paid on a bi-weekly basis

Payment for any degrees or certificates that is a non as minimum qualification.
