The Position
The current vacancy for Parks Field Crew Leader in the Community Parks division of the Parks and Recreation Department. The eligibility list established from this recruitment may be used to fill other Parks Field Crew Leader vacancies during the life of the list. The eligibility list established from this recruitment is valid for up to one year from the date established unless the list is extended or abolished by the Chief People Officer.
Under direction, the Parks Field Crew Leader leads and actively participates in the work of a crew performing assignments in the development and maintenance of city parks, recreation facilities, golf course, street medians and street and park trees; and to do related work as required.

Typical Duties
(May include, but are not limited to the following):
- Performs and directs all activities associated with the Parks Maintenance Worker and Senior Maintenance Worker classifications.
- Receives daily assignments; responsible for the completion of all verbal and written instructions.
- Provides supervision and training, monitors performance and provides feedback and coaching to employees; encourages teamwork and collaboration; ensures and supports career development.
- Determines quantities and types of materials, tools, equipment and labor needed to complete assigned projects; arranges for the delivery or pick-up of supplies.
- Coordinates, directs and controls crew activities while in the field.
- Responsible for insuring the safety of the workers, equipment and public at a work site.
- Supervises the placement of traffic control devices (cones, signs, flags, etc.).
- Effectively resolves on-the-job problems as they occur.
- Responsible for the crew’s effective interaction with the public, other crews, and outside construction or maintenance workers.
- Responsible for the crew’s observance of all city rules and regulations while on the job.
- Trains crew workers in all aspects of job performance including safety training.
- Maintains daily logs and records of work performed and materials used by the crew; completes standard work orders and routine reports as required.
- Operates landscape construction and maintenance equipment such as front-end loaders, trucks and backhoes.
- Assists in or independently performs the evaluation and discipline of crew members.
- Assists in developing budget projection for division.
- Assists in planning and preparing short and long-term maintenance and construction schedules.
- Plans, coordinates, directs and performs rough and finished carpentry projects including the construction, repair and remodeling of cabinets, picnic tables, bleachers, fences, gates, small buildings, and other structures.
- Performs cement construction work as required in building projects.
- Plans, schedules and directs year-round mowing routes, turf maintenance programs and irrigation installation or renovation projects.
- Prepares and implements fertilizer programs.
- Performs sophisticated turf renovation work.
- Plans, schedules and directs renovation, adjustment and repair of irrigation system.
- Leads crews in the thinning, pruning and shaping of park and street trees.
- Schedules and supervises landscape maintenance of city-owned street medians.
- Maintains safety records for employees.
- Performs other related duties that may be reasonably expected as part of this classification.
WORKING CONDITIONS
Position requires working on slippery and uneven surfaces, sitting, standing, walking, climbing, kneeling, bending, stooping, squatting, crouching, reaching, working overhead, grasping, and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when performing work and operating assigned equipment, a sense of smell in order to recognize hazards, and an ability to speak in order to communicate with staff and the public. The need to lift, carry, and push tools, equipment and supplies weighing up to 80 pounds is also required. The incumbent works indoors and outdoors. In the course of work the incumbent may be exposed to biologic/infectious agents, unpleasant odors, fumes, smoke, dust and air contaminants, and insects. The nature of the work may also require the incumbent to use power and noise producing tools and equipment, drive motorized vehicles, work near moving equipment, vehicles or machinery, work on ladders or scaffolding or at heights. The incumbent may be required to use protective clothing, equipment, or devices, and may work near hostile or offensive individuals. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.
Minimum Qualifications
The minimum qualifications for Education, Experience, Knowledge, Skills and Abilities are the following
Education and Experience:
- High School degree or equivalent; and
- Four (4) years of experience in the development and maintenance of public parks and recreational facilities or similar grounds and facilities; with at least one of those years at an advanced working level equivalent to the City’s Senior Parks Maintenance Worker classification; and
- Some supervisory or lead experience or completion of the City’s Employee and Leadership Development Program.
Knowledge:
- Techniques, equipment and materials used in the development, renovation and maintenance of park facilities.
- Construction safety order issued by the State Division of Industrial Safety.
- Basic computer literacy.
- Proper procedures for safely handling and applying materials such as fertilizers.
- Western States horticulture.
- Techniques, equipment and materials used in the development and maintenance of park and playing field turfs.
- Techniques, equipment and materials used in the installation and repair of sophisticated irrigation systems.
- Techniques, equipment and materials used in the planting and maintenance of parks and street trees and medians.
- Techniques, equipment and materials used in rough and finished carpentry work.
- Rough concrete construction work.
Skills:
- Effectively and safely operate tools and small equipment used in landscape construction, turf maintenance, carpentry and plumbing.
- Effectively and safely operate construction and maintenance equipment such as backhoes, front-end loaders and trucks.
- Perform maintenance and repairs on tools and equipment.
Abilities:
- Read and interpret blueprints, basic sketches, diagrams and construction markers.
- Safely handle toxic materials.
- Effectively supervise, train and evaluate staff.
- Coordinate, assign, direct and review the work of others.
- Plan, coordinate and implement long-term maintenance projects.
- Resolve technical problems as appropriate for the situation.

SALARY – This classification has a nine-step salary range. Appointment may be made commensurate with experience. See the on the City website for details.
APPOINTMENT – Any candidate selected by the appointing department may be required to pass a pre-employment medical exam administered by a City-selected physician before hire to non-sedentary positions. Prior to starting work, all newly hired employees will be fingerprinted to check conviction history. A conviction history will not necessarily disqualify an applicant from appointmentCandidates must present documentation verifying authorization to work in the United States and take a loyalty oath as required by the State of California at the time of hire. Appointments to regular positions are subject to a six-month probationary period which is considered a part of the selection process. Probationary employees may be terminated without recourse during this period. Positions which are covered by the Department of Transportation regulations are required to submit to a pre-employment drug test and to random drug and alcohol testing.
LEAVE
Vacation – 80 hours/year up to 5 years, 120 hours/year 6-10 years, plus 8 hours for each year after 10 years up to a maximum of 160 hours/year.
Sick – 12 days/year
Holidays – up to 11 days/year
Floating Holidays – 24 hours per year
INSURANCE – (available to employee and eligible dependents)
Medical – Depends on plan selected; City generally pays 95% of the cost of coverage. Participating members make an additional $35 contribution per pay period towards health care benefits.

Life – City provides a $20,000 life insurance policy.
Long Term Disability – City provides a long term disability plan.
RETIREMENT
All new regular employees become members of PERS. Public Employees’ Retirement System (PERS) 2% @ 62 (3 year average). Prior PERS membership may affect retirement formula. Employees contribute 11.25% of their salary to PERS on a pre-tax basis. An employee is vested after 5 years of membership. No Social Security is withheld.
