Minimum Qualifications
Bachelor’s degree in parks and recreation, horticulture or related field and five years of progressively responsible experience with grounds maintenance and operations in a parks setting, with two years of supervisory experience, preferably in park management; or an equivalent combination of training and experience. Knowledge related to athletic field maintenance; preparing athletic fields and courts to prescribed standards; safety and maintenance inspections, turf management practices and facility renovations. Must obtain category 3 A & B Pesticide License within six months of hire. Current valid driver’s license and good driving record required. Based on the Virginia DMV point system, record must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty-six months. Out of state driving records must be obtained by the applicant and presented at time of interview. Record must reflect at least three years of history and be dated within thirty days of interview date. Pre-employment drug testing, FBI criminal background check and education/degree verification required.
Duties
Direct the operation of assigned facilities within the county’s park system, to include all aspects of supervision, budget management, procurement, public relations, scheduling, special event coordination, and administrative duties such as payroll, report preparation, etc. Supervise maintenance of facilities, athletic turf, park, and school grounds; assure that safe and clean park facilities are provided for residents. Manage construction, renovation and/or reconstruction of facilities, whether performed in-house or by outside contractors. Assist with preparing the annual budget in accordance with master plans and defined maintenance standards. Interview, hire and supervise staff. Manage maintenance needs for special events. Implement snow and ice removal. Manage inventory and oversee the preventive equipment maintenance and replacement programs. Approve all expenditures and exercise cost control measures to keep operating and capital expenses in line with the approved budgets. Communicate regularly with other members of the Parks and Recreation management team to discuss activities, goals, plans and user input. Perform other work as required.
