Based on job duties, this position is designated as telework eligible on a hybrid basis (i.e., working at least 2 days per week in the office); the selected applicant must complete the initial training period prior to being eligible to telework. All requests to telework are reviewed and must be approved by ODOTs Chief Human Resources Officer.

What You Will Do:

  • Manages all aspects of assigned projects and is responsible for project planning, scheduling, and budgeting, ensuring projects are executed on timely basis, within budget, properly documented and completed with attention to detail.
  • Generate various documentation types (Per PMO standards) that support the project and maintain up to date versions of documents.
  • Act as liaison between various stakeholder groups (business unit, Information Technology, project team, vendors, management) throughout the project lifecycle.
  • Communicate effectively to all stakeholder levels, keeping all groups informed and up to date on project status, schedules, finances.
  • Assist developers, business analysis, quality assurance analysts and users in understanding project goals, objectives and expectations.

Official Position Description:

Manages project(s), with or without sub-projects, that covers all phases of project management with activities & responsibilities resting primarily within the Office of Project Management & whose primary stakeholders are management, staff &/or end users. Directs delivery (i.e., does not require direct involvement of but may be overseen by higher-level authority of agency) to end users/clients (e.g., agency employees, outside agencies, public customers) for operation/use; focuses on testing, monitoring & modification of delivery to end users; assists in writing policy. Defines project requirements, quality standards, time lines, assignments; determines & evaluates risks which may affect project; defines specific activities to be performed to produce project deliverables; evaluates deliverables & ensures project is ready to move on to its next phase; addresses any problems found in testing/piloting; ensures scheduled timeframes are met. Assumes overall accountability for the project & must be proficient in utilizing project planning tools (e.g., Microsoft Project, Excel to create Gantt Charts). Must possess an understanding of relational database concepts & programming languages [e.g., J2EE technologies, Enterprise Java Beans (EJB), Servlets, Java Server Pages (JSP), Microsoft .NET, Sybase, Structured Query Language (SQL) Server, Oracle]. Works with management to determine & allocate resources.

Utilizes computer & related software (e.g., Microsoft Word, Excel, PowerPoint, Project) to create progress reports & technical & system documentation (e.g., flow charts, system architecture, user manuals, use & test cases) & to prepare training material, information for conferences &/or project status reports; travels to present material as needed. Interviews stakeholders to determine needs & expectations; maintains regular contact with stakeholders to market products or services & obtains feedback which involves independent direct involvement with local stakeholders as necessary; manages & negotiates change (e.g., cost, assignments, objectives) within assigned project(s); determines need for division of given project into subprojects & distribution of work for subprojects (e.g., outside source) & oversees activities conducted within each subproject. Manages change control processes to ensure all policies & procedures are followed. Attends meetings, conferences &/or workshops on related topics.

Qualifications
Successful completion of 2 yrs. post-secondary education majoring in business administration, public administration, computer science/information technology, social science, or health, with major being commensurate with project to be assigned; 12 mos. exp. in budgeting & calculating cost projections of program/projects.

-Or 3 yrs. exp. in project management (i.e., management & development of project/program requirements, design, development, testing/pilot, training & full scale implementation), with experience to be commensurate with project/program &/or position description on file (e.g., specific human service program area, management information sciences, fiscal); 12 mos. exp. in budgeting & calculating cost projections of program/projects.

-Or equivalent of Minimum Class Qualifications for Employment noted above.
