The Work You Will Do:

Responsible for reviewing Notice of Intent(s) (applications) for the following NPDES permits, Multi-Sector Generic Permits, No Exposure Exclusion, and the Construction Generic Permit for completeness. Provide technical assistance (e.g., rule interpretation, permit determination) to the regulated community, Department and District staff, other agencies and the public on stormwater management and regulation under the NPDES Stormwater Program. Assist in organizing meetings and documenting workflow with DEP District staff and the compliance program.

The Stormwater and Technical Services Program staff practice in multiple areas. Staff provide technical support to the Division of Water Resource Management programs, other DEP regulatory divisions, and district offices in the planning, design, permitting and monitoring of beach and inlet management projects, mining projects and mine reclamation, mitigation banks and stormwater/surface water management systems, dam safety, and other in-water activities or works. Staff also provides technical training to staff within DEP and the five water management districts and to industry specialists and facility owners.

Pay:

$18.00/hour (40hrs./week)

Your Specific Responsibilities:

  • Provides technical assistance (e.g., rule interpretation, permit determination) to the regulated community, Department and District staff, other agencies and the public on stormwater management and regulations under the NPDES Stormwater Program, related to the Multi-Sector Generic Permits and the Construction Generic Permits.
  • Review Notice of Intents (applications) received from the permittees for the following NPDES permits (CGP, CGD, MSGP and NEX) for completeness.
    • entry of data into the Department’s databases (WAFR, FIESTA),
    • generate a request for additional information (e.g., technical permit information) letters.
  • Sort incoming mail and assign notices for processing.
  • Process and enter permit fee check(s) into Cash Receiving Application (CRA).
  • Corresponds with Permittees as needed for the Collection or Distribution of Information relevant to the NPDES Permits.
  • Enter documents into the Department’s electronic document management system (Oculus).
  • Provide Quality Assurance review of notices processed by Notices Center staff.
  • Assist the Program Administrator with training on the Notice Center operations for all new employees.
  • Fulfill public records requests in a timely fashion.
  • Performs other duties as assigned.

Required Knowledge, Skills, and Abilities:

  • Knowledge of stormwater control program principles, laws, regulations and stormwater best management practices design, implementation, and effectiveness
  • Knowledge and skill in the use of computers and software programs utilized for word processing, database management, statistical, and spreadsheet applications.
  • Ability to evaluate, analyzes, and interprets scientific or technical data.
  • Ability to prepare technical reports.
  • Ability to work independently.
  • Ability to communicate effectively, verbally and in writing.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to direct and participate in intensive fieldwork, involving long hours and physically taxing conditions.
  • Ability to travel outside of the Tallahassee area.

Minimum Qualifications:

  • A valid driver’s license.
  • A 4-year degree from an accredited college or university with a major in engineering, environmental sciences or one of the physical or natural sciences.

Preferred Qualifications:

  • Knowledge of NPDES Stormwater rules, permitting and compliance requirements.
