OPERATIONS & COMPLIANCE ANALYST – CORPORATE REAL ESTATE
WHAT IS THE OPPORTUNITY?
Following direction from SVP/Facilities Manager of Corporate Real Estate (CRE), provide oversight of all compliance activities for CRE and primary outsourced service providers with a focus on the CRE finance and facility management service-line functions, and First Line of Defense responsibilities. Additionally, support compliance with bank regulatory requirements through coordination with CRE, Internal Audit, Finance and other internal regulatory stakeholders. The Operations Risk Analyst will be a collaborative member of the CRE Team to provide world-class operational service delivery for City National’s real estate portfolio to ensure a quality workplace experience for CNB’s colleagues.
Corporate Real Estate- Finance Division

This team performs all internal real estate service-line activities for City National including Occupancy Planning, Lease Transaction Management, Project Management for space build-outs, Facility Management, and all Finance activities for rent, OPEX and capital expenses. Corporate Security functions falling within CRE include physical security and security technology and overlap of CRE compliance oversight will include some of these functions.
The Finance Division that CRE reports into, records, analyzes, reports and optimizes to maintain the bank’s financial health, while following principles and legislation to ensure we are doing what is right.
WHAT WILL YOU DO?
- Supports the day-to-day compliance operations and provide oversight of CRE third party Real Estate provider (JLL) employing the Three Lines of Defense principals. CRE’s functions are performed as a First Line of Defense with Key and Internal Controls that need to be monitored, tracked and tested on a monthly basis.
- Work collaboratively within CRE and with the Second and Third Lines of Defense to coordinate risk management and measurement activity.
- Coordinate the completion of First Line risk mitigating actions and provide status updates of open/closed issues to CRE team and Second and Third Line risk management functions.
- Develop actionable risk management tracking tools and dashboards to monitor First Line Operations Risk, leveraging existing tools as needed; ensure alignment of reports with CRE team experts.
- Ensure CRE colleagues and third party colleagues are trained on applicable First Line risk management practices, reporting, and related requirements.
- Stay abreast of specific reporting standards, reporting requirements, and Bank system changes/enhancements pertinent to First Line Risk Operations in CRE.
- Continuously drive improvement and promote the alignment of standard processes, tools, and training for First Line Risk Operations in CRE.
- Work collaboratively with SVP/Facilities Manager, CRE team, and JLL performance and finance teams to coordinate risk management activities in preparation for audits and regulatory reviews. Assist CRE management with self-audit test plan and testing methodology of key control activities across the department.
- Assist with providing oversight of JLL’s Vendor Management and Sourcing program to ensure compliance for on-boarding of new Vendors, document collection, insurance compliance and continuous monitoring of vendor performance and issue resolution.
- Provide hands-on oversight and testing of compliance controls through various processes and reports, and update CRE Department/Service Line Playbooks as required.
- Assist with oversight of the Regulatory Compliance Management (RCM) program that includes oversight and testing of the Regulatory Risk Library for all facility assets under CNB’s control using the Corrigo work-order platform as the primary vendor and asset database.
- Oversee Fire Life Safety (FLS) and Floor Warden Programs to ensure full compliance with Bank and Enterprise Risk Management compliance standards and requirements.
- Collaborate and support implementation of the annual business plan and assist with annual and quarterly submissions for Internal Audit and RBC 2nd Line of Defense compliance team.
WHAT DO YOU NEED TO SUCCEED
Must-Have*
- 2-3 years’ experience in a risk and compliance environment of a financial institution or financial services company
- 2+ years’ experience in the financial industry or corporate real estate
Skills and Knowledge
- Must have formal documentation skills, an ability to draft policies and procedures, effective time management skills, and a willingness to learn and adapt.
- Proven ability to work without direct day-to-day supervision and manage numerous priorities simultaneously.
- Desired candidate will have experience with the Financial Industry’s Three Lines of Defense Risk Management programs.
- Ability to work within ambiguity and operate effectively with imperfect information and seek individuals/departments who have the information to resolve outstanding issues.
- Through oversight programs and controls, identify and respond to inconsistencies when reviewing department invoices, contracts, and/or reports.
- Proficient in MS Office Word, Excel, and Outlook required.
Compensation
Starting base salary: $25.93 – $41.43 per hour. Exact compensation may vary based on skills, experience, and location.
