The Office of Management and Budget Director formulates and administers the City’s operating and capital budgets, develops, and formulates recommendations regarding the organization, resource allocation and administration of operating programs and capital planning processes. This position reports directly to the City Manager and works closely in concert with the City Manager’s Office and City Council.

The position manages a comprehensive program of financial budgeting, reporting, and analysis. Job activities also include reporting and financial analysis relating to operating results, financial forecasts and projections, the City retirement system, and audit requirements.
This is a highly specialized responsible administrative and managerial position responsible for planning, preparing, analyzing, reporting, monitoring, and forecasting budgets for the City; maintaining the city’s strategic plan goals and KPIs; and overseeing the grants process in a manner consistent with mandated City procedures. An employee in this position works under limited supervision and must exhibit a high level of sound independent judgment. Supervision may be exercised over administrative, clerical, and specialized employees.
Essential Job Functions

  • Directs the development, implementation and ongoing maintenance of the City’s annual budget and strategic plan;
  • Provides assistance and advice to departments regarding budget, strategic plan and grants operations;
  • Evaluates departmental supplemental budget requests for need, appropriateness, fiscal impact, alignment with strategic plan, and prepares sound recommendations for administrative review;
  • Prepares annual revenue and expenditure projections;
  • Prepares ad-hoc analyses for senior management;
  • Maintains historical revenue and expenditure cost data;
  • Complies with “Truth in Millage” guidelines;
  • Assures that the operating budget is balanced;
  • Assesses the impact of the Capital Improvement Plan and grants on the operating budget;
  • Prepares official documents for tax and budget certification;
  • Conducts research on issues that may impact the financial standing of the City;
  • Supervises professional staff;
  • Prepares budget presentation to the City Council;
  • Assists in the preparation of mandated advertisements and documentation required for public hearings and the adoption of the final budget by City Council;
  • Reviews department budget transfers;
  • Leads, facilitates and/or contributes to collaborative projects and activities related to the City’s strategic plan; assists with the development of short and long-term goals, objectives, and work plans.
  • Assists with the development, approval, and implementation of initiatives to support the strategic plan, process improvement, and performance management.
  • Attends Council meetings, community meetings and public hearings;
  • Attend City staff meetings;
  • Makes oral presentations when required;
  • May be required to work nights and/or weekends.

Minimum Requirements

Master’s degree in Accounting, Finance, Public/Business Administration or a related field plus five (5) years professional experience, or Bachelor’s degree in Accounting, Finance, Public/Business Administration or a related field plus seven (7) years professional experience.

Certifications (i.e., CPA, CGFM or CMA), local/city/county government experience, grants management experience and Tyler MUNIS ERP preferred.

ADDITIONAL REQUIREMENTS:

A valid Florida driver’s license

Skills

  • Extensive knowledge of budget preparation methodologies, strategic planning and grants management, and ability to apply such to the City’s operations;
  • Thorough knowledge of municipal governmental accounting practices and generally accepted accounting principles and reporting requirements;
  • Good knowledge of research techniques and the sources and availability of current information;
  • Excellent analytical, reporting, presentation and communication skills;
  • Ability to use objective and analytical processes to project revenues and expenditures;
  • Ability to plan, develop and execute creative approaches to complex financial issues;
  • Ability to conduct complex budget and fiscal studies and data analysis;
  • Ability to apply and interpret related administrative policies and procedures;
  • Ability to work independently in a high-volume environment and meet deadlines;
  • Ability to exercise sound judgment in analyzing facts and arriving at conclusions;
  • Ability to carry out complex oral and written instructions;
  • Ability to communicate effectively, both verbally and in writing;
  • Ability to establish and maintain effective working relationships with City employees, municipal officials, and the public.
  • Ability to plan and supervise the work of professional staff;
  • Ability to operate a computer; thorough knowledge of Excel and PowerPoint.
