POSITION SUMMARY:
Under direction of the Department Director, performs work of considerable difficulty in carrying out a wide variety of tasks related to the coordination of Neighborhood Revitalization Strategy Areas (NRSAs) implementation plan; performs assignments requiring independent judgment in the application and interpretation of a wide variety of information related to assigned area; performs related work as required.
ESSENTIAL JOB FUNCTIONS:
- Confers with the Director, senior staff of DHCD, other department heads, neighborhood organizations and businesses on programs and initiatives aimed at improving, preserving, and revitalizing the HUD and City designated NRSAs in Toledo (Old South End, Englewood, Junction, East Toledo)
- Oversees and directs the implementation of the City’s NRSA Strategies and neighborhood improvement plans and initiatives.
- Analyzes neighborhood needs to determine programs/projects which will have the greatest benefit from grant funding and available resources.
- Evaluates and recommends candidates for community development programs.
- Represents department at community meetings and public forums to provide information on housing and community development activities.
- Prepares reports for the City Council and other government agencies on program activities and accomplishments.
- Assists in the coordination of the lending community, commercial business, non-profit organizations, builders/developers and neighborhood organizations to increase neighborhood access to homeownership, housing repair, business capital and investments, and community facilities.
- Develop contracts with City and non-profit organizations involved in projects using grant funds; assesses organization’s abilities to provide required services and monitors contracts performance to adhere to regulations and authorized payments.
- Develops specifications and prepares requests for proposals and grant applications for sub-grantees; develops special literature, documents, plans, and reports for publicizing the progress or development of new and existing programs and plans.
- Conducts studies and research for regular and special projects.
- Review progress and performance of NRSA activities to identify and address potential issues and challenges with the implementation of the NRSA strategy.
- Report NRSA progress and performance metrics in the HUD IDIS Reporting System and at the end of each program year in the HUD Consolidated Annual Performance Evaluation Report (CAPER).
- Review the IDIS Online Report PR84: CDBG Strategy Area Report and activity-specific information on the PR03: CDBG Activity Summary Report to ensure IDIS accurately reflects information submitted by subrecipients and City staff.
- Analyzes and evaluates complex data related to assigned area, and makes recommendations for program modification and improvement.
- Prepares financial and/or statistical reports, correspondence, legislation and related materials to document work.
- Acts as liaison/resource person when departmental personnel have problems within assigned work area.
- Acts as a task force leader.
- Trains other City personnel in procedures related to assigned area
- Insures the maintenance of various records or systems
- May supervise work of assigned administrative and support personnel
- May hear employee complaints and grievances, makes adjustments, and resolves same
- Prepares and makes presentations as needed.
- Assists in answering/resolving any follow-up questions/issues and helps identify clarifications, when needed, from key stakeholders.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of:
- Considerable knowledge of neighborhood revitalization and community development best practices
- Coordinating and executing multiple tasks
- Applying Federal, State, and local laws, rules applicable to neighborhood improvement; and regulations of the Community Development Block Grant Program
- Networking, coordinating and planning activities with local organizations and service delivery programs
- Establishing relationships and working cooperatively with City officials, boards and commissions, neighborhood groups, employees, and the general public
- Understanding community and social conditions to determine needs
- Providing customer service
- Communication, interpersonal skills as applied to interaction with subordinates, coworkers, supervisor, the general public, etc., sufficient to exchange or convey information and to give and receive work direction
- Good knowledge of investigative and research methods and techniques
- Good knowledge of personal computer software and hardware related to assigned area

- Considerable skill in presenting ideas clearly and persuasively, verbally and in writing.
- Considerable skill in facilitating and/or convening stakeholder meetings.
REQUIRED EDUCATION, EXPERIENCE, AND CERTIFICATIONS:
Bachelor’s degree in Public Administration, Business Administration, Urban Planning or a related field and 4+ years of progressive experience in comprehensive programs involving neighborhood revitalization, urban planning, housing, and community development activities; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Must possess a valid driver’s license.

Health Insurance
The City of Toledo is a self-funded medical plan provider that offers a broad network of health services options for its employees. The City also offers a multi-tiered prescription drug plan and dental and vision care services.
Employees are required to pay a monthly premium depending on the employee’s selection of single, single plus one, or family coverage. Ohio Public Employees Retirement Plan
The City is a member of the Ohio Public Employees Retirement Plan (OPERS). All employees who are paid in whole or in part by the state of Ohio, a county, municipality, or any other political subdivision of state or local government in Ohio must become members of OPERS unless they are covered by another state retirement system in Ohio.
OPERS is a pension plan providing fixed retirement benefits every month based on a formula that rewards years of service. The City contributes 14.00% of the employee’s annual base salary and employees contribute 10.00% of their annual base salary.

Deferred Compensation & 401(K)
The City of Toledo offers a voluntary governmental 457(b) deferred compensation plan, which is a retirement savings plan that allows eligible employees to supplement any existing retirement/pension benefits by saving and investing pre-tax dollars through salary deferral.
Contributions and any earnings are tax-deferred (both federal and state income taxes) until money is withdrawn. Withdrawals are taxed at ordinary income levels.
