Job Description:

Directly coordinates day to day activities of assessments of health plan quality. Designs and conducts interviews of health plan personnel, reviews health plan documents, assessments of health plan compliance with state and federal regulations, and evaluations of quality improvement programs and performance improvement projects. Assists in the design and coordination of evaluation research studies including the development of methodologies, instruments, and other tools.

Prepare and analyze medical data to investigate health care quality topics of interest to the state of Texas that coincide with national, state, and ICHP research priorities. This includes conducting research to develop methodologies, instrumentation, and analysis of data to assess the quality of health care.

Interprets policies and procedures as they apply to assigned areas of responsibility. Makes recommendations for developing, revising, and implementing program policy and procedures. Work with faculty and team staff to develop innovative research projects that focus on health care quality topics of interest to the State of Texas, and that coincide with national, state, and ICHP research priorities. Conducts quantitative and qualitative analyses to generate written reports of results for provision to key stakeholders.

Maintain operational manuals on the team’s procedures. Recommends and prepares content for webinars, workshops, health plan learning collaborative, web portal, and other avenues for communicating QI and health improvement strategies to health plans.

Coordinates special studies or projects as directed. Collaborates with internal and external project team members. Monitors and coordinates project planning, timelines, and tasks for multiple Texas Project deliverables. Communicates with HHSC about project planning and updates on current projects. Performs related duties as required or deemed appropriate to the accomplishment of the responsibilities and function of the EQRO.

Expected Salary:

$65,000 – $72,000

Minimum Requirements:

Doctoral degree in health sciences, medical engineering, biology or a closely related field and two years of relevant experience; or a master’s degree in health sciences, medical engineering, biology, or a closely related field and five years of relevant experience; or a bachelor’s degree in health sciences, medical engineering, biology, or a closely related field and seven years of relevant experience.

Preferred Qualifications:

Doctor’s degree in public health, health sciences, medical sciences or a closely related field and two (2) years of experience in the field or in a related area.
Ability to work independently with minimal supervision.
Excellent written and oral communication skills and ability to manage multiple projects simultaneously.
Attention to detail, particularly with regard to data accuracy and integrity.
Strong computer skills (MS Office, including Word, Excel, and PowerPoint).
Proficiency with statistical analysis software (e.g., SAS, SPSS, or STATA) and ability to interpret statistical findings.

Proficient in quantitative and/or qualitative analyses.

Experience working in health plan or health facility quality improvement.
